Als Mitglieder eines Sabotagenetzwerks, das von der Russischen F\u00f6deration aus koordiniert wird, sind sie an der Explosion und dem Brand beteiligt, die sich letzten Monat auf dem Gel\u00e4nde einer Industrieanlage in Bra\u0219ov (Zentralrum\u00e4nien) ereigneten. Die Anlage ist eine Tochtergesellschaft von Romarm, dem gr\u00f6\u00dften rum\u00e4nischen Hersteller von Milit\u00e4rausr\u00fcstung.<\/p>\n<p>Rum\u00e4nische Richter haben in Abwesenheit europ\u00e4ische Haftbefehle gegen die Verd\u00e4chtigen erlassen. Zwei der Angeklagten wurden laut DIICOT im Rahmen internationaler Zusammenarbeit auf deutschem Territorium aufgesp\u00fcrt und pr\u00e4ventiv festgenommen, als sie \u00e4hnliche Taten vorbereiteten. Am Montag wurde ein dritter europ\u00e4ischer Haftbefehl gegen einen weiteren Angeklagten in Polen erlassen. Die Ermittlungen wegen versuchter Sabotageakte dauern an, und die notwendigen Schritte zur Auslieferung der drei nach Rum\u00e4nien werden eingeleitet.<\/p>\n<p>DIICOT stellt fest, dass die Angeklagten auch andere Ziele auf rum\u00e4nischem und EU-Territorium ins Visier genommen haben. Angesichts des aktuellen regionalen und europ\u00e4ischen Sicherheitsklimas, das durch die Zunahme hybrider Kriegsf\u00fchrung gekennzeichnet ist, wird die Entwicklung asymmetrischer Risiken, die die \u00f6ffentliche Ordnung oder strategisch wichtige Ziele in Rum\u00e4nien gef\u00e4hrden k\u00f6nnten, laut DIICOT kontinuierlich \u00fcberwacht.<\/p>\n<p>Der rum\u00e4nische Geheimdienst best\u00e4tigt zudem, dass sich die Missionen des von Moskau koordinierten Sabotagenetzwerks nicht auf Rum\u00e4nien beschr\u00e4nkten. Die Koordinatoren hatten eine Vielzahl von Zielen in der Region zugewiesen: staatliche und private Waffenproduktionsst\u00e4tten sowie weitere Ziele von milit\u00e4rischem und industriellem Interesse. Die in diesem Jahr durchgef\u00fchrten Ermittlungen haben laut dem rum\u00e4nischen Nachrichtendienst weitere Angriffe auf Ziele in Rum\u00e4nien aufgedeckt, darunter internationale Milit\u00e4reinrichtungen und solche, die f\u00fcr die Ausbildung der ukrainischen Streitkr\u00e4fte genutzt werden. Ziel der Aktionen sei es, die betroffenen Staaten einzusch\u00fcchtern, ihre Verteidigungsf\u00e4higkeit zu beeintr\u00e4chtigen und ihren Beitrag zur europ\u00e4ischen und regionalen Sicherheit zu schw\u00e4chen.<\/p>\n<p>Der rum\u00e4nische Nachrichtendienst weist darauf hin, dass die Rekrutierung in der Regel \u00fcber soziale Netzwerke erfolgt. Den angesprochenen Personen wird zun\u00e4chst Geld f\u00fcr bestimmte T\u00e4tigkeiten angeboten, etwa f\u00fcr das Beobachten oder Fotografieren von Zielen. Sp\u00e4ter werden die Aufgaben immer gef\u00e4hrlicher und k\u00f6nnen zu Zerst\u00f6rung, Brandstiftung oder sogar Mord f\u00fchren. Die Netzwerke nutzen insbesondere finanzielle Schw\u00e4chen, Suchterkrankungen oder Vorstrafen aus.<\/p>\n<p>Rum\u00e4nien ist \u2013 so die zust\u00e4ndigen Beh\u00f6rden \u2013 nicht das einzige Land, das Ziel von Sabotageakten ist, die Teil des hybriden Krieges Russlands in Europa sind.
