Das geht aus dem Haushaltsentwurf hervor, den das Finanzministerium ver\u00f6ffentlicht hat. Nach Angaben der Beh\u00f6rde handelt es sich um einen realistischen Entwurf, der auf den Prinzipien fiskalischer Verantwortung, Ausgewogenheit und nachhaltiger wirtschaftlicher Entwicklung basiert. Vorgesehen sind ein Wirtschaftswachstum von einem Prozent, eine durchschnittliche Jahresinflation von 6,5 Prozent, ein Haushaltsdefizit von 6,2 Prozent sowie ein durchschnittlicher monatlicher Nettolohn von 5\u00a0555 Lei \u2013 etwa 1\u00a0090 Euro.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">Der Haushaltsentwurf enth\u00e4lt au\u00dferdem Verpflichtungserm\u00e4chtigungen f\u00fcr die Einf\u00fchrung staatlicher Beihilferegelungen und zur F\u00f6rderung privater Investitionen. Dar\u00fcber hinaus plant der Staat in diesem Jahr, eine Rekordsumme f\u00fcr die Entwicklung der Kommunen und der lokalen \u00f6ffentlichen Verwaltungen bereitzustellen. Insgesamt sind 164 Milliarden Lei \u2013 mehr als 32 Milliarden Euro \u2013 f\u00fcr Investitionen vorgesehen. Das sind \u00fcber 25 Milliarden Lei beziehungsweise 4,9 Milliarden Euro mehr als im vergangenen Jahr. Damit steigt der Anteil staatlicher Investitionen auf mehr als acht Prozent des Bruttoinlandsprodukts. Der gr\u00f6\u00dfte Teil dieser Investitionen soll aus europ\u00e4ischen Mitteln finanziert werden, die sich auf \u00fcber 110 Milliarden Lei \u2013 rund 21,5 Milliarden Euro \u2013 belaufen. Gleichzeitig werden die Zinsausgaben des rum\u00e4nischen Staates in diesem Jahr voraussichtlich um mehr als 10 Milliarden Lei \u2013 fast zwei Milliarden Euro \u2013 steigen. Die Bruttostaatsverschuldung d\u00fcrfte damit 61,8 Prozent des BIP erreichen.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">Um die fiskalische Haushaltsdisziplin aufrechtzuerhalten, sieht der Entwurf au\u00dferdem Obergrenzen f\u00fcr die wichtigsten Ausgabenkategorien vor, darunter f\u00fcr Personalausgaben, Sozialleistungen und die \u00f6ffentliche Verschuldung. Im \u00f6ffentlichen Sektor sollen die Renten eingefroren werden. Pr\u00e4mien und Boni werden nicht mehr gezahlt, \u00dcberstunden nicht mehr verg\u00fctet, und Personen, die im Jahr 2026 in den Ruhestand gehen, erhalten keine einmaligen Abfindungen mehr.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">Der rum\u00e4nische Ministerpr\u00e4sident Ilie Bolojan hat angek\u00fcndigt, dass der Haushalt am Donnerstag in einer Regierungssitzung verabschiedet werden soll, damit er bis Ende der Woche dem Parlament vorgelegt werden kann. Allerdings ist unklar, ob das Dokument im Parlament die Unterst\u00fctzung der Sozialdemokraten erh\u00e4lt. Diese wollen erst am Sonntag entscheiden, ob sie daf\u00fcr stimmen oder nicht. Zuvor hatten sich die Vorsitzenden der Regierungskoalition aus PSD, PNL, USR und UDMR auf die Aufteilung der Mittel im Haushalt nicht einigen k\u00f6nnen.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">Streitpunkt ist vor allem ein Solidarit\u00e4tspaket f\u00fcr Menschen mit niedrigen Einkommen sowie die H\u00f6he der Finanzmittel f\u00fcr die Kommunen. Das von der PSD vorgeschlagene und von der UDMR unterst\u00fctzte Solidarit\u00e4tspaket hat ein Volumen von drei Milliarden Lei \u2013 knapp 590 Millionen Euro \u2013 und richtet sich an alle Menschen mit geringen Einkommen.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">PNL und USR hingegen wollen lediglich die H\u00e4lfte dieser Summe bereitstellen und die Unterst\u00fctzung gezielter vergeben. Sie argumentieren, der Rest der Mittel solle aus anderen Quellen stammen, die von den Sozialdemokraten identifiziert werden m\u00fcssten, oder aus europ\u00e4ischen Fonds. Diese Variante lehnt die PSD jedoch ab.<\/span><\/p>\n<p lang=\"de-DE\">\n<p lang=\"de-DE\"><span style=\"font-size: 14pt;\">Politische Quellen berichten zudem, dass die UDMR \u2013 mit Unterst\u00fctzung der PSD \u2013 erreichen m\u00f6chte, dass im Haushalt mehr Mittel f\u00fcr die Kommunen vorgesehen werden.
