The European Parliament has adopted its position for negotiations with member states on the bloc’s future budget for the period 2028-2034. MEPs proposed an increase of around 10% over the European Commission’s proposal from July 2025. The increase would be evenly distributed between the three chapters supporting the EU’s priorities, apart from administration and agencies, and would thus reduce inflationary pressures. <\/span><\/span><\/span><\/p>\n

Siegfried Mure\u015fan, Romanian MEP and co-rapporteur for the European Parliament\u2019s interim report, believes that the adoption by absolute majority of the European Parliament’s mandate <\/span><\/span><\/span>to negotiate <\/span><\/span><\/span>the future multiannual budget <\/span><\/span><\/span>is<\/span><\/span><\/span> a victory. <\/span><\/span><\/span>He says <\/span><\/span><\/span>the main obstacle <\/span><\/span><\/span>during<\/span><\/span><\/span> the upcoming <\/span><\/span><\/span>talks<\/span><\/span><\/span> is that each president or prime minister <\/span><\/span><\/span>of individual EU member states <\/span><\/span><\/span>will try to contribute as little as possible to the EU budget and benefit as much as possible. <\/span><\/span><\/span><\/p>\n

MEPs want a predictable, adequate and transparent budget, with a focus on key areas, including agriculture and energy independence. Additional budget allocations for research and innovation are also <\/span><\/span><\/span>earmarked<\/span><\/span><\/span>, <\/span><\/span><\/span>to make sure that <\/span><\/span><\/span>Europe does<\/span><\/span><\/span>n\u2019t in the future become <\/span><\/span><\/span>dependent on technologies developed in third countries. <\/span><\/span><\/span>Sources of revenues include <\/span><\/span><\/span>digital taxation, online gambling <\/span><\/span><\/span>and<\/span><\/span><\/span> cryptocurrency transactions. MEPs emphasi<\/span><\/span><\/span>s<\/span><\/span><\/span>e that the next <\/span><\/span><\/span>EU<\/span><\/span><\/span> budget must remain an instrument <\/span><\/span><\/span>for<\/span><\/span><\/span> investment, supporting <\/span><\/span><\/span>the bloc\u2019s <\/span><\/span><\/span>citizens, regions, companies and small and medium-sized enterprises. The areas of defense and competitiveness <\/span><\/span><\/span>emerge<\/span><\/span><\/span> as new priori<\/span><\/span><\/span>ties<\/span><\/span><\/span>, without reducing funding for agriculture and <\/span><\/span><\/span>the <\/span><\/span><\/span>cohesion policy. <\/span><\/span><\/span><\/p>\n

MEP Siegfried Mure\u015fan, <\/span><\/span><\/span>a <\/span><\/span><\/span>negotiator for the European Parliament, says that this <\/span><\/span><\/span>latter<\/span><\/span><\/span> area must align with the new objectives of the European Union and <\/span><\/span><\/span>that,<\/span><\/span><\/span> in this context, Romania needs an ambitious and modern cohesion policy. <\/span><\/span><\/span>Siegfried Mure\u015fan:<\/span><\/span><\/span><\/p>\n

\u201c<\/span>If <\/span><\/span><\/span>over the next 20 years<\/span><\/span><\/span> Romania <\/span><\/span><\/span>only <\/span><\/span><\/span>intend<\/span><\/span><\/span>s to use<\/span><\/span><\/span> cohesion policy <\/span><\/span><\/span>funding to build <\/span><\/span><\/span>sports <\/span><\/span><\/span>facilities<\/span><\/span><\/span> and lighting installations, <\/span><\/span><\/span>then I\u2019m a<\/span><\/span><\/span>fraid that the gap between Romania and the other Western European states, <\/span><\/span><\/span>who <\/span><\/span><\/span>invest in artificial intelligence and digitalization, will increase. <\/span><\/span><\/span>So, it\u2019s also in our best interest <\/span><\/span><\/span>that <\/span><\/span><\/span>the <\/span><\/span><\/span>cohesion policy <\/span><\/span><\/span>also funds <\/span><\/span><\/span>projects that directly contribute to increasing competitiveness and security, where possible”. <\/span><\/span><\/span><\/p>\n

Siegfried Mure\u015fan also <\/span><\/span><\/span>says<\/span><\/span><\/span> that member states must <\/span><\/span><\/span>go ahead with<\/span><\/span><\/span> reforms to attract <\/span><\/span><\/span>funding<\/span><\/span><\/span>, while respecting the rule of law and European values. MEPs also support the allocation of additional resources for external actions and call for <\/span><\/span><\/span>consolidating <\/span><\/span><\/span>funding for the <\/span><\/span><\/span>bloc\u2019s enlargement<\/span><\/span><\/span>, <\/span><\/span><\/span>for <\/span><\/span><\/span>support<\/span><\/span><\/span>ing<\/span><\/span><\/span> Ukraine, multilateral cooperation and humanitarian aid.\u00a0<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
