The deficit thus dropped to 1.17% of the GDP, compared to nearly 3% in the first four months of 2025. According to Acting Finance Minister Alexandru Nazare, this is one of the largest fiscal adjustments in recent years. The decline was driven by a 12% increase in government revenue, supported primarily by collections from VAT and taxes on wages and income. At the same time, public spending fell by over 3% compared to the same period last year. Alexandru Nazare argues that Romania is thus sending investors a signal of fiscal stability and budgetary discipline. He also notes that economic recovery depends on the consolidation of public finances and continued investment, particularly from European funds.

Salary Bill. Consultations have begun in Bucharest between the government and labor unions regarding the draft of the new law on public sector pay, which was opened for public debate on Monday. Acting Labor Minister Dragoș Pîslaru assured that none of the 1.2 million public sector employees will see their salaries decrease after the new provisions and pay scales take effect. He clarified that the goal of the reform is not to increase all salaries, but to bring fairness to the public sector system. The future law introduces 12 pay grades and a reference value that has initially been set at 4,100 lei (approximately 790 euros). This amount will be multiplied by a coefficient ranging from 1 to 8. The President will have the highest coefficient and, consequently, the highest salary in Romania, at 32,800 lei (approximately 6,300 euros). Major changes are also coming to bonuses, which will be drastically cut. Currently, there are 151 bonuses in the public sector, and the new bill eliminates 87 of them. Health and police unions say these cuts will cause a massive drop in net income among doctors, nurses, and police officers—categories that depend directly on hazard pay or night shift bonuses. Dragoş Pîslaru noted that this law is the subject of a political agreement brokered by the Presidential Administration and that it is a milestone in the National Recovery and Resilience Plan (PNRR), and Parliament must pass the law by July 1 of this year.

EU Budget. The 27 EU member states held a new round of talks in Brussels on Tuesday regarding the future multiannual financial framework for 2028–2034, ahead of the European summit in June, which will be dedicated to this issue, AFP reports. During the meeting of foreign ministers, 16 countries from southern and eastern Europe, including Romania, called for an increase in the funds allocated to the Common Agricultural Policy and the Cohesion Policy, compared to the proposal drafted by the European Commission. “We are convinced that we need a substantial budget to achieve our ambitions,” Acting Foreign Minister Oana Ţoiu told the press, according to AFP. Ahead of the meeting, the Romanian official noted that the proposal does not represent a return to the past, to the old Multiannual Financial Framework, but rather “strengthens the negotiating position” regarding allocations from the EU’s long-term budget. This negotiation, she said, ‘is necessary for Romania’s interests, the interests of the 16 states as friends of cohesion, but also for the future of the European Union in general.’ Oana Ţoiu added that sufficient funding for these policies is also absolutely necessary to meet new objectives, such as increasing competitiveness by reducing bureaucracy and enhancing the capacity to support economic actors, so that they can become capable global players.

Agriculture. Acting Minister of Agriculture Tanczos Barna called in Brussels for significant funding and immediate measures to support farmers. On Tuesday, he led the Romanian delegation to the Agriculture and Fisheries Council (AgriFish) meeting. The main item on the ministers’ agenda was the challenges related to fertilizer supply and prices in the European Union, in the context of the European Commission’s presentation of the action plan for fertilizers. During the discussions, Tanczos Barna highlighted, among other things, the major difficulties facing Romania and stressed that the implementation of the EU-Mercosur Interim Agreement must be closely monitored, as it could have a negative impact on the Union’s agriculture, including that of Romania.

Commissioner. The Council of Europe Commissioner for Human Rights, Michael O’Flaherty, is on an official visit to Romania from May 26 to 29. The official’s agenda focuses on assessing respect for human rights in residential care facilities for the elderly. The visit underscores the need to monitor living standards, protect against ill-treatment, and ensure adequate medical services in these facilities.

Visit. “A great deal has changed in Europe with regard to our security,” stated Austrian Interior Minister Gerhard Karner during a visit to Romania. He noted that “in recent years, many positive developments have taken place regarding the safety of citizens,” and that the European Union has invested significant funds in Romania, a step that was absolutely necessary. For his part, Romanian Interior Minister Cătălin Predoiu noted that Romania and Austria have demonstrated their ability to overcome critical moments. “Romania supports direct cooperation with Austria and the fight against migrant smuggling,” Cătălin Predoiu assured. The two were in the port of Constanţa (on the Black Sea) for an integrated exercise to combat illegal migration. The main focus was on the security of Romania’s maritime border and, by extension, that of the European Union. According to the Ministry of Internal Affairs (MAI), “close cooperation between the authorities of Romania, Bulgaria, Hungary, and Austria has led to a reduction of over 80% in illegal migration at the Union’s external borders. Between 2025 and 2026, the Ministry of Internal Affairs carried out approximately 2,800 targeted Blitz-style operations aimed at preventing and combating illegal migration and cross-border crime,” the Ministry added.

Iran. U.S. Secretary of State Marco Rubio stated that reaching a peace agreement with Iran will take several days, despite the latest U.S. strikes on the country. Earlier, the U.S. military announced that its forces had attacked Iranian missile launch pads and ships attempting to lay mines. A statement from U.S. Central Command said the strikes were carried out to protect troops in the region from threats posed by Iranian forces. The statement did not provide details about the attacks, but unconfirmed reports suggest that the targets included two Iranian vessels linked to the Revolutionary Guards, which were reportedly laying mines in the Strait of Hormuz, as well as Bandar Abbas, a southern port city.
