Central Bank spokesperson Dan Suciu has stated that it is important to determine exactly what anti-competitive practices are involved and which provisions of the regulation—which the Council claims the fines do not target—were actually violated. According to the Competition Council, the sanctioned financial institutions coordinated their behavior by exchanging confidential information during the ROBOR index-setting process, thereby violating national and European competition rules. The institution’s president, Bogdan Chiriţoiu, says that the investigation focused exclusively on the banks’ conduct during the so-called fixing period, when quotes were supposed to be independent and confidential.

Government. “I hope that the parties, setting aside their grievances or legitimate expectations, will give me the chance to provide Romania with a competent government, well-prepared to tackle the challenges facing the country.” This is the statement from Romania’s prime minister-designate, Eugen Tomac, who has begun negotiations with parliamentary parties to secure the 233 votes needed for his confirmation. Tomac stated, following a meeting with PSD leaders, that he is considering creating a deputy prime minister position to coordinate Romania’s digitalization program. For his part, Social Democratic Party leader Sorin Grindeanu said he is demanding social measures from the new government, including a reduction in the VAT on basic foodstuffs and medicines, and that he will make a decision after the list of ministers and the government program have been analyzed. For their part, the leaders of the PNL and USR stated that they will review the proposals in the coming days and determine whether to support the new government led by Grindeanu, though their initial messages were cautious regarding support in Parliament. Ilie Bolojan and Dominic Fritz expressed skepticism that a cabinet of specialists would be able to secure the support needed to make the decisions both parties deem necessary, noting that the reforms already underway must continue. From the opposition, AUR rejected the possibility of participating in consultations with the prime minister-designate. Party leader George Simion announced that the party’s lawmakers will not participate even during the plenary session in which the prime minister-designate would seek a vote of confidence from the legislature. Discussions with the fourth member party of the former pro-Western governing coalition, the UDMR, are scheduled for Tuesday. At that time, Eugen Tomac will also hold talks with the parliamentary group representing national minorities other than the Hungarian minority, as well as with independent and unaffiliated parlamentarians. According to the Constitution, Tomac has only one week left before he can seek a vote of confidence from senators and deputies on his program and executive team.

Drone. Romanian authorities are continuing to investigate how the Ukrainian maritime drone that exploded on Friday ended up in the Port of Constanța, and they will have an answer to this question in the coming days, said President Nicuşor Dan following a meeting with officials from the defense and national security sectors. He also said that Romania must adapt to the new technologies incorporated into aerial and maritime drones. The explosion of the maritime drone in Constanța occurred one week after another drone had crashed on the night of May 28–29 onto an apartment building in Galați (east) and exploded, injuring two people and causing property damage. That drone was a Geran-2 model of Russian origin. On June 10, NATO ambassadors will meet at Romania’s request to discuss security in the Black Sea and the assistance requested in light of the drone incidents. Sources within the North Atlantic Alliance say that the allies will send equipment, but at this time member states are assessing what kind of equipment they could deliver to Romania. Following the North Atlantic Council meeting, there will also be a meeting of the defense ministers of the allied states at the headquarters in Brussels, and the incidents in Galați and Constanța, as well as the assistance requested by Romania, will be on the agenda.

Latvia. On Monday, NATO fighter jets shot down a drone that entered Latvian airspace from Russia, the Baltic country’s military announced, marking the latest in a series of such security incidents along the border regions of Eastern Europe, Reuters reports. Ukraine has intensified its attacks with long-range drones on Russia in recent months, including in the Baltic Sea region, where several Ukrainian military drones have entered the airspace of Finland, Latvia, Lithuania, and Estonia. Military drones entering the airspace of Russia’s neighboring countries have fueled concerns that the war in Ukraine is spreading to NATO’s northern borders, Reuters also reports, noting that last month, a NATO military aircraft shot down a suspected Ukrainian drone over Estonia.

Searches. More than 150 searches are taking place in Bucharest and several counties across the country as part of Operation “JUPITER,” involving dozens of operations aimed at recovering damages estimated at over 11 million lei (approximately 2 million euros). The cases under investigation involve economic and financial crimes, smuggling, forgery, fraud, aggravated theft, forestry crimes, procuring, sexual assault, and violations of weapons and ammunition regulations. The procedural activities aim to identify and seize documents, computer systems, storage media, assets suspected of originating from criminal activities or whose possession is illegal, and other evidence. Twenty-seven individuals will be brought in for questioning under arrest warrants. The operation is coordinated by the General Prosecutor’s Office and the General Inspectorate of the Romanian Police.

Protest. In Romania, union members from the Sanitas Federation will stage a work-to-rule strike on Tuesday. They are dissatisfied with the draft of the new unified pay law, which they say provides for cuts to bonuses that will lead to a substantial decrease in income for all healthcare and social care workers. In the middle of last week, several thousand Sanitas union members protested in the capital, marching from the Government to the Parliament. Education union federations have also announced that they will organize a rally and a protest march on June 17. Acting Labor Minister Dragoş Pîslaru has stated that the bill will be amended where the arguments are sound. A new law on the unified pay scale should be adopted by Parliament by the end of August so that Romania does not lose a tranche of funding from the PNRR worth approximately 700 million euros.

Handball. Romania’s women’s handball runner-up CSM Bucharest, won the Champions League third-place match, after defeating the French team Brest 32–26 on Sunday in Budapest, Hungary. The day before, in the semifinals, the Romanian team had lost 27-32 to another French team, Metz, while Brest had been defeated 31-30 by the Hungarian team from Győr. CSM Bucharest won the Champions League in 2016, and in 2017 and 2018 qualified for the Final Four, finishing in third place each time. The new European champion is Metz, which defeated Győr 31-29 in the championship final. (MI)

Fines.
