NOMINATION \u2013 Romanian President Nicu\u0219or Dan has nominated independent Luca Niculescu for the post of prime minister, in a new attempt to bring an end to the prolonged political crisis. It is the fourth such nomination in the five months since the government fell following a no-confidence motion passed by Parliament. Luca Niculescu, the current coordinator of Romania\u2019s OECD accession process, has 10 days to form a cabinet and draw up a government programme, ahead of a confidence vote in Parliament.<\/p>\n

NEGOTIATIONS – The leadership of the Social Democratic Party (PSD) decided on Tuesday to begin negotiations with the prime minister-designate, although the Social Democrats remain disappointed that their party leader, Sorin Grindeanu, was not nominated. The National Liberal Party (PNL) said it would decide whether to support Luca Niculescu as prime minister after assessing the government programme and the proposed cabinet. Meanwhile, the Democratic Alliance of Hungarians in Romania (UDMR) is calling for renewed cooperation between the two parties that were formerly coalition partners. The party\u2019s leader, Kelemen Hunor, said there was a chance of reaching an agreement to form a majority.<\/p>\n

REPORT \u2013 Romanians bought less in the first eight months of the year. Data published on Tuesday by the National Institute of Statistics (INS) show that retail trade turnover fell by 5% compared with the same period in 2025. The largest declines were recorded in non-food products, followed by food, beverages and tobacco, and fuel. At the same time, falling living standards and poverty are the main causes of concern for Romanians, while their concerns are more pronounced than in most EU member states, according to data from the Eurobarometer on Europeans\u2019 perceptions of the economy. Bills and healthcare also rank among their main concerns. Half of Romanians consider the current state of the country\u2019s economy to be bad, while a quarter say it is neither good nor bad, and just over a fifth believe the economy is in a good position.<\/p>\n

NOBEL \u2013 The 2026 Nobel Prize in Physics has been awarded for research into neutrinos, \u201cghost particles” from space, conducted by Belgian researcher Francis Halzen. His scientific vision and leadership were fundamental to the construction of the IceCube Neutrino Observatory, which occupies a cubic kilometer of ice and is equipped with light sensors. Using the observatory, researchers can detect neutrinos produced by extremely energetic processes in the distant universe. The Nobel Prizes, which are also awarded for outstanding achievements in medicine, chemistry, literature, peace and economics, come with a recently increased prize of 12 million Swedish kronor (about $1.21 million) and bring laureates instant fame of a kind unimaginable to the vast majority of scientists, international news agencies report. The Nobel Prize was established by wealthy Swedish chemist and entrepreneur Alfred Nobel (1833-1896), best known as the inventor of dynamite.<\/p>\n

FISCALITY \u2013 Romania is carrying out the region\u2019s most ambitious fiscal adjustment, according to an updated report on the economic outlook for Europe and Central Asia (ECA), published on Tuesday by the World Bank. According to the report, the deficit is expected to fall by almost 2% this year, to 6% of GDP, amid measures aimed at increasing revenues and tighter control of current spending. At the same time, public investment remains high, at around 8% of GDP, with EU funds financing more than 70% of investment spending, the report says. \u201cIn Romania, the economy is likely to contract by 0.5% this year, reflecting the impact of fiscal consolidation and higher energy costs. A recovery in real incomes and slowing inflation should help growth recover to around 1.9% in 2027-2028, following the decline in 2026,\u201d the report says. Romania has made progress in implementing reforms in the digital, fiscal and energy sectors, the World Bank also notes.<\/p>\n

ELECTRICITY \u2013 Romania must prepare for a winter and spring of very high electricity prices, State Secretary at the Ministry of Energy Cristian Bu\u0219oi has warned. Speaking at the Energy Command Centre on Tuesday, he said the country was facing the most difficult situation in decades in terms of its ability to meet electricity demand, and that the reactors at Cernavod\u0103 would not be able to restart before 15 October. Romania will also be affected by rising electricity prices on the European market, where record levels are expected if the situation in the Middle East continues and the Strait of Hormuz remains closed.<\/p>\n

PRICES \u2013 Member states of the \u201cFriends of Competitiveness\u201d group agree on the need for urgent measures to bring down energy prices, for example through greater budgetary flexibility in introducing compensatory support measures, President Nicu\u0219or Dan said on Tuesday. The head of state added that Romania supports realistic solutions that would allow domestic industry to develop and carry out the climate transition without losing its competitiveness. Nicu\u0219or Dan took part by videoconference on Tuesday in a discussion of the \u201cFriends of Competitiveness\u201d group, alongside leaders from 19 EU member states, ahead of next week\u2019s European Council meeting. \u201cWe talked about the role of energy prices in boosting competitiveness, international trade, and simplifying and cutting red tape within the European Union,\u201d he wrote on a social media platform.
