Voting in favour of the Niculescu Cabinet were the PSD (left-wing), which holds the largest number of seats in Parliament, the PNL (centre-right), the UDMR, MPs representing national minorities and those from fringe parliamentary groups, whilst the AUR (populist-nationalist) and the USR (centre-right) did not support the formation of the Niculescu Cabinet. Two-thirds of the ministerial posts will be filled by PSD members, many of whom have also served as ministers in previous cabinets, while the remaining ministries will be headed by politically unaffiliated individuals, specialists approved by President Nicu\u0219or Dan. In his speech delivered before the vote of confidence, Prime Minister Luca Niculescu, a diplomat and former journalist, stated that the priorities at the start of his term would be the budget amendment, the adoption of the 2027 budget and energy security. Niculescu was the fourth nominee put forward by President Dan, following the dismissal by Parliament, via a motion of no confidence on 5 May, of the PNL-USR-UDMR minority government led by the Liberal Ilie Bolojan.<\/p>\n<p><strong>Security. <\/strong>On Tuesday in Brussels, the ambassadors of NATO member states discussed the security situation in the Black Sea, against the backdrop of drone attacks on commercial vessels. According to Radio Romania\u2019s correspondent in Brussels, Romania and neighbouring Bulgaria presented their allies with a list of military equipment they require to prevent such attacks. Last week, the President of Romania, Nicu\u0219or Dan, and the Prime Minister of Bulgaria, Rumen Radev, met in Brussels with NATO Secretary-General Mark Rutte, who stated that the Alliance would adapt its deterrence and defence posture in the Black Sea. Although Romania and Bulgaria have not, for the time being, wished to invoke Article 4 \u2013 which is a mechanism for political consultation and conflict prevention \u2013 President Nicu\u0219or Dan has indicated that he wishes to see NATO\u2019s military capabilities in the Black Sea region strengthened.<\/p>\n<p><strong>EP.<\/strong> Security in the Black Sea and Danube regions must be strengthened, said the EU\u2019s foreign policy chief, Kaja Kallas, on Tuesday during her address to the plenary session of the European Parliament in Strasbourg. According to her, there is a need for early detection and the sharing of real-time information via European defence agencies regarding maritime surveillance, and the Black Sea hub, which is to be jointly established by Romania and Bulgaria with EU support, will further strengthen this intelligence capability. In the European Parliament, Romanian MEPs have called for greater support from the EU and NATO in the Black Sea region, given that Russia has recently stepped up its attacks in the area. The Vice-President of the European Parliament, PSD MEP Victor Negrescu, stated that we cannot wait for the next serious incident to take action, following attacks on civilian vessels and the violation of Romanian and European airspace by several drones. \u201cI call on the European Commission to provide rapid European funding for Romania and Bulgaria, aimed at strengthening capabilities to detect and neutralise drones and to protect port infrastructure,\u201d said PNL MEP Daniel Buda.<\/p>\n<p><strong>Deficit. <\/strong>Romania\u2019s budget deficit dropped to 3.82% of the GDP in the first nine months of the year, data released by the Finance Ministry has announced. In the same period last year the deficit stood at 5.35%. The budget deficit target this year is 6.2% of the GDP. In another development, the prospect of having a government with full powers has caused the appreciation of the national currency against the EURO and a rise in the stock exchange index. A new government and the endorsement in due time of the 2027 budget represent positive developments for Romania\u2019s credit profile and support the continuation of the fiscal consolidation process, says data released by the international rating agency Moody\u2019s on Tuesday and quoted by the Finance Ministry. The agency is maintaining estimates regarding the budget deficit from 7.9% of the GDP in 2025 to 5.8% this year and 5.5% in 2027.<\/p>\n<p><strong>Education. <\/strong>In Romania, education trade union federations called on Tuesday for urgent measures to be taken to ensure the safety of pupils and school staff. Trade unionists have highlighted the shortage of security staff and school psychologists, and accuse the authorities of turning a blind eye to the problem of violence in schools. They are calling on the future Minister of Education to treat the matter with the utmost seriousness and to resolve the issue of school safety by urgently introducing draft legislation containing concrete measures to eradicate school violence. The trade unionists warn that, failing this, they will launch nationwide protests. On Monday, a pupil in Bistri\u021ba (north) injured a teacher and a classmate after attacking them with a knife.<\/p>\n<p><strong>Conference. <\/strong>Over October 20th and the 22nd Romania\u2019s National Cybersecurity Directorate (DNSC) jointly with Bitdefender is staging the 2026 edition of the Bucharest Cybersecurity Conference (BCC2026) a top event in the international dialogue on cybersecurity. According to the organizers, BCC2026 brings together representatives of the public authorities of European and international institutions, leaders in the industry, experts and academia representatives. The conference has been conceived as a high level dialogue platform for the international community of cybersecurity. The programme includes individual presentations, (keynotes) held by experts, industry representatives, authorities and international organisations as well as interactive sessions, dedicated to the expertise exchange and studies of the latest tendencies of identifying concrete and applicable solutions to the present challenges. The event will also include round table talks, workshops and practical exercises designed to foster direct dialogue, cooperation between the participants and the development of common prospects over the way in which organisations and communities can effectively anticipate, prevent and manage cyber-threats.
