Sworn in in January, the current cabinet
\nled by Social Democrat Viorica D\u0103ncil\u0103 is already undergoing a major reshuffle
\nin November. The National Executive Committee of the Social Democratic Party,
\nthe main party in the ruling coalition, on Monday decided to replace at least
\neight ministers. Gabriel Le\u015f makes a return as Defence Minister, replacing Mihai
\nFifor who said he left office to coordinate Social Democratic Party
\ndepartments. The chairman of the Budget- Finances Committee of the Chamber of
\nDeputies, Marius Bud\u0103i, becomes minister of Labour and Social Justice, instead
\nof Lia Olgu\u0163a Vasilescu. Senator Niculae B\u0103d\u0103l\u0103u takes over the Economy
\nportfolio from D\u0103nu\u0163 Andru\u015fc\u0103. The former minister for SMEs, Alexandru Petrescu,
\nis again joining the government team, replacing Petru Bogdan Cojocaru. Mathematician
\nDaniel Breaz takes over the Culture portfolio from actor George Iva\u015fcu, and
\nSenator Constantin-Bogdan Matei replaces Ioana Bran at the Youth and Sports
\nMinistry.<\/span><\/p>\n

The reshuffle got stuck however on
\nTuesday, at the Presidential Administration. Romania’s President, Klaus
\nIohannis has announced he does not agree to Mrs Vasilescu’s taking over the
\nTransports portfolio, replacing Lucian \u015eova and to Ilan Laufer’s rejoining the
\ngovernment team, this time as Development minister instead of party dissident Paul
\nSt\u0103nescu, who is at loggerheads with the party leader, Liviu Dragnea. A
\nconsistent critic of the government, the president has deemed the reshuffle a
\npoor solution, pointing that a correct solution would be to replace the whole Government.
\nThe head of state also said Romania needs high performing ministers, especially
\nin the run up to Romania’s taking over the rotating presidency of the EU
\nCouncil, as from January 1, 2019. <\/p>\n

Actually, this is the main reason evoked
\nby Romanian PM Viorica D\u0103ncil\u0103 to explain the reshuffle: We want to boost
\nactivity in some domains. There is room for the better in some areas and this
\nis what we had in mind when coming up with this government reshuffle. We will
\ntake over the presidency of the EU Council and we need people with a rich experience
\nand willing to get involved more and this is a second reason why this
\ngovernment reshuffle has been made. <\/p>\n

In exchange, the leader of the National
\nLiberal Party, in opposition, Ludovic Orban, says the Social Democratic Party has
\nfailed to comply with the electoral pledges it made; he is denouncing the
\npreferential practices pursued to serve the Power’s cronies: <\/p>\n

Ludovic Orban: The reshuffle does not do
\nany good to the functioning of the government, and it will do nothing else but
\nbring to the forefront other incompetents, other people who have nothing to do
\nwith the domain in which they will carry out their activity, who are selected on
\nthe single criteria of loyalty, of servitude to Dragnea. <\/p>\n

The media underlines that, under the
\nConstitution, the president can refuse only once a nomination for the government
\nteam and forecasts that the political war between the President and the Government
\nwill be waged on a different battlefield, that of legal procedures,
\nnotifications and appeals in court. <\/p>\n<\/p>\n
