The Romanian Chamber of Deputies Wednesday passed the
\nfinal vote on a law aimed at improving the quality of resident registration services and
\nat facilitating the issuance of identity documents for Romanian citizens.<\/p>\n

Under the new law, no more than 10 people may register
\nthe same address on their identity documents. The provision does not apply for
\nhome owners and their extended family. An extended family includes the holder of residence rights, their spouse,
\nand relatives up to the fourth degree,’ reads the document. Violations of this
\nprovision entails fines ranging between EUR 15 and 30. Deputy Viorel S\u0103lan (Social
\nDemocratic Party), one of the initiators of the bill, says an improvement of
\nthe relevant legislation was necessary. <\/p>\n

Viorel S\u0103lan: Perhaps the most telling example is that
\nearly this year, in Bucharest, as many as 18,000 people were registered with
\ntheir residence visas at the same address.<\/p>\n

However, the AUR Deputy Titi Stoica believes the new
\nregulations are not enough and further legislation changes are required.<\/p>\n
<\/p>\n

The new law also stipulates that electronic identity
\ncards may be issued by any local Population Register offices, irrespective of
\nthe applicant’s place of residence. Under the new law,
\nunderprivileged citizens who cannot produce proof of residence will be
\nregistered based on a certificate issued by the relevant administrative unit,
\nindicating the address where their residence will be registered. <\/p>\n

The
\ninitiators of the bill also argue that changing one’s address will be a lot
\nmore flexible from now on. Under the new act, individuals providing private
\naccommodation to other persons, who are yet to register their current place of residence
\nin their identity documents, must accompany their tenants at the relevant population
\nregister office to confirm their consent. This is an obligation for all
\ncitizens who provide private accommodation for periods of more than 30 days. As
\nfor the people who live at a different address than the one specified on their
\nidentity document, they are to go to the population register office to have
\ntheir address updated or to register their new address within 15 days of moving
