Of the 21 projects undertaken, 11 are joint purchases with other states, translating into lower prices and faster delivery for products that were already provided for in the multi-annual equipment plan approved by the Country\u2019s Supreme Defence Council and by Parliament. The minister said the projects included the joint purchase by several countries of French Mistral anti-aircraft missiles for which Romania has already signed a contract. At the moment, said Radu Miru\u0163\u0103, the state is preparing to launch offers to eligible companies for the 21 Romanian army equipment projects included in the SAFE programme.<\/span><\/p>\n<p align=\"justify\">\u201c<span style=\"font-family: Arial, sans-serif;\">The European Commission has approved our individual projects, we have 21 projects within the big SAFE project. The economy ministry is now to issue a document stating the percentage of localisation required for each of these 21 projects. The government working group will then issue an order regarding the companies that meet the localisation and operating conditions under the law.\u02ba<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #26282a;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><span style=\"font-size: medium;\">Among other things, the <\/span><span style=\"font-size: medium;\">defence ministry would like <\/span><span style=\"font-size: medium;\">the two patrol ships financed through the SAFE program<\/span><span style=\"font-size: medium;\">me<\/span><span style=\"font-size: medium;\"> to be built at the Mangalia shipyard, on the <\/span><span style=\"font-size: medium;\">Romanian <\/span><span style=\"font-size: medium;\">Black Sea <\/span><span style=\"font-size: medium;\">coast<\/span><span style=\"font-size: medium;\">, which, in the minister&#8217;s opinion, is the only way to <\/span><span style=\"font-size: medium;\">ensure its survival<\/span><span style=\"font-size: medium;\">. <\/span><span style=\"font-size: medium;\">The minister explains:<\/span><\/span><\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"color: #26282a;\">\u201c<span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><span style=\"font-size: medium;\">In order to produce such ships, first there must be an order and someone to pay for <\/span><span style=\"font-size: medium;\">it<\/span><span style=\"font-size: medium;\">. And this is the arrangement that I identified, for the Romanian Army to contribute to saving the shipyard through some orders that the Romanian Army would pay for. That shipyard has, today, a liquidation value of 85 million and debt<\/span><span style=\"font-size: medium;\">s<\/span><span style=\"font-size: medium;\">, which <\/span><span style=\"font-size: medium;\">I must say are disputed, <\/span><span style=\"font-size: medium;\">of 162 million, but <\/span><span style=\"font-size: medium;\">are growing <\/span><span style=\"font-size: medium;\">every month. Something worth 85 will not be able to be bought with 85, when you have debts of 162. <\/span><span style=\"font-size: medium;\">Judging by these figures alone, <\/span><span style=\"font-size: medium;\">the shipyard will <\/span><span style=\"font-size: medium;\">not be able to survive<\/span><span style=\"font-size: medium;\">. And I tried to put something <\/span><span style=\"font-size: medium;\">together so that the difference would be covered b<\/span><span style=\"font-size: medium;\">y an order that would make the whole package <\/span><span style=\"font-size: medium;\">more <\/span><span style=\"font-size: medium;\">interesting. It is the largest shipyard in <\/span><span style=\"font-size: medium;\">a EU member state<\/span><span style=\"font-size: medium;\">. It\u2019<\/span><span style=\"font-size: medium;\">s a Black Sea shipyard <\/span><span style=\"font-size: medium;\">on NATO&#8217;s eastern flank that has fantastic capacity and for which Romania <\/span><span style=\"font-size: medium;\">would make a big mistake if it did not try to save, even in the 11<\/span><sup><span style=\"font-size: medium;\">th<\/span><\/sup><span style=\"font-size: medium;\"> hour.<\/span><span style=\"font-size: medium;\">\u201d<\/span><\/span><\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"color: #26282a;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><span style=\"font-size: medium;\">The <\/span><span style=\"font-size: medium;\">defence minister <\/span><span style=\"font-size: medium;\">also explained that the funds allocated through the European SAFE program<\/span><span style=\"font-size: medium;\">me<\/span><span style=\"font-size: medium;\"> are limited, which is why the Romanian Army has prioriti<\/span><span style=\"font-size: medium;\">s<\/span><span style=\"font-size: medium;\">ed its projects. <\/span><span style=\"font-size: medium;\">He also said t<\/span><span style=\"font-size: medium;\">hat Romania is under pressure to spend these amounts in a very short time frame and that the government is trying to avoid price increases.<\/span><\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Defence minister Radu Miru\u0163\u0103 has hailed the advantages that the European SAFE military equipment programme brings to Romania.
