Est\u00e1 ubicado delante de la tercera Puerta de la ciudadela, en una colina artificial que en el pasado deb\u00eda proteger la puerta principal en caso de asalto.  El monumento fue construido para marcar el 150 aniversario de la muerte de Horea y Clo\u015fca, l\u00edderes campesinos de la Revuelta de 1784.
