{"id":659332,"date":"2015-08-11T13:16:00","date_gmt":"2015-08-11T10:16:00","guid":{"rendered":"http:\/\/devrri.freshlemon.ro\/actualites\/consulter-les-lecons\/le-master-plan-de-transport-de-la-roumanie-id659332.html"},"modified":"2015-08-11T13:16:00","modified_gmt":"2015-08-11T10:16:00","slug":"le-master-plan-de-transport-de-la-roumanie","status":"publish","type":"post","link":"https:\/\/www.rri.ro\/fr\/archives\/club-affaires\/le-master-plan-de-transport-de-la-roumanie-id659332.html","title":{"rendered":"Le Master plan de transport de la Roumanie"},"content":{"rendered":"<p>Le Master plan pr\u00e9voit \u00e9galement 1.300 km dautoroutes, dont la construction co\u00fbterait 13,7 milliards deuros et 1.825 km de routes express, pour lesquelles il faudrait 9,9 milliards deuros. Dautres projets  concernent la construction de voies transeurop\u00e9ennes et transr\u00e9gionales, la r\u00e9habilitation de 2.800 km de voies ferr\u00e9es, 3 milliards deuros dinvestissements dans le secteur naval et le financement \u00e0 hauteur de pr\u00e8s dun milliard deuros des travaux de modernisation de la\u00e9roport international Henri Coand\u0103 de Bucarest, ainsi que des a\u00e9roports de Timi\u015foara, Cluj-Napoca et Ia\u015fi.<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>Certains analystes consid\u00e8rent dun \u0153il plut\u00f4t m\u00e9fiant ce plan, vu que la Roumanie ne dispose actuellement que dun peu plus de 700 km dautoroutes, dont 600 km construits apr\u00e8s 1990. Ces projets dinfrastructure b\u00e9n\u00e9ficient toutefois de fonds europ\u00e9ens, la Commission europ\u00e9enne devant leur allouer 6,8 milliards deuros dici 2020. Voici ce que d\u00e9clarait Corina Cre\u0163u, commissaire europ\u00e9enne en charge de la  politique r\u00e9gionale:<em> \u00ab Du point de vue de la Commission, la priorit\u00e9 du Master plan consiste \u00e0 r\u00e9aliser dans les d\u00e9lais pr\u00e9vus les projets du r\u00e9seau principal RTE-T, \u00e0 savoir le R\u00e9seau transeurop\u00e9en de transport. \u00bb<\/em><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>        Marcel Bolo\u015f, directeur g\u00e9n\u00e9ral au minist\u00e8re roumain des Transports,  nous en a fourni des d\u00e9tails:<em> \u00ab Le Masterplan, ce document strat\u00e9gique de d\u00e9veloppement de linfrastructure des transports, se doit de respecter les r\u00e8gles de la Commission europ\u00e9enne en la mati\u00e8re. Les r\u00e9seaux connus dans le jargon du m\u00e9tier sous le nom de r\u00e9seau central RTE-T, (Core Network) et r\u00e9seau global RTE-T (Comprehensive Network) transitent par la Roumanie. Nous devons donc en tenir compte au moment o\u00f9 nous fixons le trajet dun certain tron\u00e7on dautoroute. Le r\u00e9seau central doit \u00eatre finalis\u00e9 avant 2030, celui global \u00e0 lhorizon 2050. Bref, largent europ\u00e9en va en priorit\u00e9 vers ces r\u00e9seaux ou bien vers les segments dautoroutes que nous envisageons dans le cadre du Plan directeur des transports\u00bb.<\/em><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>Marcel Bolo\u015f a pr\u00e9cis\u00e9 que le Plan g\u00e9n\u00e9ral des transports contient aussi les co\u00fbts pr\u00e9\u00e9tablis pour les divers projets :<em> \u00ab  Justement, cest un \u00e9l\u00e9ment auquel nous avons fait tr\u00e8s attention ; lorsque les projets par exemple dautoroutes ou de routes express ont \u00e9t\u00e9 identifi\u00e9s, la r\u00e8gle prise en compte a \u00e9t\u00e9 celle du co\u00fbt pr\u00e9\u00e9tabli. Dans le cas des autoroutes, le sujet le plus d\u00e9licat et le plus d\u00e9battu, nous avons travaill\u00e9 en fonction de ce co\u00fbt, de la forme de relief travers\u00e9e par le trac\u00e9 et du secteur de lautoroute dont il est question. Je prends un exemple concret ; le co\u00fbt dun kilom\u00e8tre en montagne a \u00e9t\u00e9 de 20 millions deuros ; en zone de montagne et de colline, le kilom\u00e8tre co\u00fbte 12 millions deuros. Si le trac\u00e9 de lautoroute na travers\u00e9 que des collines, le co\u00fbt pr\u00e9\u00e9tabli a \u00e9t\u00e9 de 8 millions deuros, tandis quen r\u00e9gion de plaine c\u00e9tait 4 millions et demi le kilom\u00e8tre. Jinsiste sur le fait que, pour chaque secteur dautoroute, nous avons fait le calcul en fonction de la longueur de la forme de relief et du co\u00fbt pr\u00e9\u00e9tabli pour arriver aux valeurs des projets identifi\u00e9es dans le plan g\u00e9n\u00e9ral. \u00bb<\/em><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>        La construction du tron\u00e7on dautoroute Pite\u015fti \u2013 Sibiu, composante du corridor europ\u00e9en n\u00b04, int\u00e9resse au plus haut degr\u00e9 les transporteurs et les conducteurs routiers roumains et \u00e9trangers. Marcel Bolo\u015f, directeur g\u00e9n\u00e9ral au minist\u00e8re des Transports:<em> \u00ab  L\u00e9laboration de l\u00e9tude de faisabilit\u00e9 sera l\u00e9l\u00e9ment le plus d\u00e9licat, mais lex\u00e9cution des travaux de construction est elle aussi d\u00e9licate, surtout quil faudra construire, probablement pour la premi\u00e8re fois en Roumanie, dans une r\u00e9gion montagneuse et que le chantier pourrait s\u00e9tendre sur 3 ou 4 ans. Si on fait le calcul, avec toute la bonne volont\u00e9 possible, puisque nous voulons effectivement finaliser le corridor n\u00b04, l\u00e9tude de faisabilit\u00e9, plus les travaux, plus lappel \u00e0 candidature prendront, grosso modo, entre 5 et 7 ans. \u00bb<\/em><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>        Un communiqu\u00e9 du gouvernement roumain pr\u00e9cise que, pour la programmation 2014 \u2013 2020, la Roumanie dispose de 6,8 milliards deuros de fonds pour les quatre secteurs de transport \u2013 routier, ferroviaire, naval et multimodal. Sy ajoutent 7 autres milliards deuros approuv\u00e9s par le cabinet de Bucarest, qui ira les trouver dans des pr\u00eats publics et dans laccise sur les carburants, pour financer notamment les projets routiers, dont les autoroutes.( trad.
