Napori elite da se stvori jedna dr\u017eava i narod mobilisali su \u0161iroke mase iz svih dru\u0161tvenih slojeva u kranjem cilju da se  stvore gra\u0111ani. Elite \u0161kolovane na zapadu koje su te\u017eile modernizaciji dr\u017eave razumele su va\u017enost onog \u0161to je nedostajalo rumunskom dru\u0161tvu, najime urbana vrsta civilizacije u cilju ekonomskog razvitka dr\u017eave. U tom cilju, rumunski grad je trebao da se transformi\u0161e  iz naselja isto\u010dnog tipa, polurbanog, u dinami\u0107ni i funkcionalni, kao \u0161to je bio slu\u010daj onih na zapadu. Bukure\u0161t je bio mesto za uvo\u0111enje svih vrsta iskustava za modernizacije celokupnog  rumunskog dru\u0161tva. Najdublji proces modernizacije je bio taj zasnovan na principima urbanizma, otvaranje bulevara, modernizacije ulica i re\u0161enje pitanja saobra\u0107aja. Modernizacija grada je imala za posledicu pojavu gradskog prevoza, pojam koji je do tada bio nepoznat rumunima. Negde sredinom 19 veka, rast dinamizma ekonomije i urbane infrastrukture u\u0107inilo je da se uvo\u0111enje gradskog prevoza smatra velikom potrebom. Vilijam Vilkinson, engleski konzul u knje\u017eevini Vla\u0161ka u prvoj deceniji 19 veka pisao je o na\u010dinu na koji se odvija gradski prevoz u Bukure\u0161tu: ,, ne postoje fijakeri, tako da putnici koji nisu iz grada morali su da pe\u0161a\u0107e. \u0160to se ti\u0107e prevoza van naselja, Vla\u0161ka je dobro ure\u0111ena, tako da sistem po\u0161te i prevoza ka drugim naseljima je funkcionalan. To nezna\u0107i da je Bukure\u0161t bio unaza\u0111en, jer  tek oko 1820 godine pojavili su se omnibusi na zapadu. Arhitekta Adrijan Kra\u010dunesku, profesor na Fakultetu arhitekture i urbanizma Jon Minku iz Bukure\u0161ta govori o karakteristikama po\u010detka gradskog prevoza u Bukure\u0161tu:<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>,,Gradski prevoz Bukure\u0161ta po\u010deo je od sistema prevoza sa fijakerom. Na po\u010detku samo oni na visokim polo\u017eajma su imali mogu\u0107niost da koriste privatno sredstvo za prevoz. Imamo me\u0161avinu fijakera, omnibusa, kasnije tramvaja i automobila u slikama koje predstavljaju Pariz na po\u010detku 20 veka. Po\u010detak u Bukure\u0161stu je svakako nejasan \u0161to se ti\u0107e omnibusa. Re\u0161enja za njih su ona koja su va\u017eila i za gradskiu prevoz zasnovan na fijakere, re\u0161enje koje je uvedeno  prema jednom modelu koji je postojao i u Briselu. Me\u0111u re\u0161enjima vidimo da u \u010dlanu 31 pi\u0161e da je bilo obavezno da se fijaker kre\u0107e prazan na ulicama u cilju da bude na raspolganju mu\u0161terijama ili da da do znanja da je tamo na raspolaganju. Ono \u0161to je va\u017eilo za ovu vrstu prevoza je bilo to da vlasnici fijakera su imali obavezu da po\u0161tuju ugovor i da imaju fiksna mesta gde da \u010dekaju, mesta koja je izabrala gradska uprava i samo su tamo mogli \u010dekati. Dakle bilo je zabranjeno da tra\u017ee mu\u0161terije na ulicama kako bi se danas reklo.\u201d<<br \/>><<br \/>><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>Pojava gradskog prevoza je imala za posledicu i pojavu uzastopnih re\u0161enja 1845 godine, 1847 godine, 1850 godine, 1851 godine. Adrijan Kra\u010dunesku odnosi se na re\u0161enja posve\u0107ena gradskom prevozu od tih godina, koja su bila veoma stroga da bi Bukure\u0161t postao moderan grad:<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>,,Pravilnik policije je sadr\u017eao u prvom \u010dlanu preokupaciju prema prevozu. Citiram: ulice i njihovi trotoari, na jednoj i drugoj strani, po\u0161to su na javnoj imovini uvek moraju biti slobodne da bi se olak\u0161ala komunikacija. U potpunosti je zabranjeno da se na njima postave sanduci, burad, roba, cve\u010de, tezge, stolice, daske, cigle i sve \u0161to bi moglo spre\u010diti javni prevoz. Ni\u0161ta nesme da bude izvan linije ku\u0107e i njene okoline. Na trotoaru je zabranjeno da se pre\u0111e fijakerom ili konjom, ili da se konji pove\u017eu ispred ku\u0107e. Fijakeri i ko\u010dije mogu stojati na ulici samo u nekom hitnom slu\u010daju. Na nijednoj uzlici nije dozvoljeno da se kre\u010du  u redu vi\u0161e ko\u010dija ili fijakera  bez da se ostavi prostor za minimalno  jednu ko\u010diju i njegove konje. Kasnije je uvedeno re\u0161enje premijerno u epohi da se ide na desnoj strani ulice. Postoji jo\u0161 jedan aspekat koji je dr\u017eao za prevoz, najime \u010dlan 11 koji se odnosio na transport predmeta sa lo\u0161im mirisom,  kao \u0161to je pepeo, ko\u017ea, meso. Postojalo je re\u0161enje da to bude dobro pokriveno. Ko\u0107ije za prevoz balege morale su da imaju potpno zatvorene sanduke.<<br \/>><<br \/>><\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>Po\u010dev od 1850 godine javni prevoz Bukure\u0161ta u\u0161ao je u koraku sa svime \u0161to je zna\u010dilo javni prevoz  velikih evropskih gradova. Posle omnibusa usledio je konjski tramvaj i posle toga i elektri\u010dni tramvaj. Ekonomski napredak, kretanje radne snage i novo definisanje dru\u0161tvenog \u017eivota izazvane gradskim prevozom i novi urbani identitet \u0107e obele\u017eiti modernizaciju i pojavu urbanog duha.<\/p>\n<p>&#13;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>U prvoj polovini 19 veka, Bukure\u0161t je bio grad u punom procesu modernizacije.
