Romania formally submitted its final payment request under the National Recovery and Resilience Plan (NRRP) to the European Commission on Wednesday, interim Minister for Investments and European Projects Dragoș Pîslaru announced. According to the minister, the total value of the request is more than €6 billion before the deduction of pre-financing. The net amount requested by Romania is therefore around €4.3 billion, of which nearly €2.6 billion is in non-repayable EU grants and the remainder in loans. The request covers 104 targets and milestones related to reforms and investments in transport, energy, healthcare, education, the digitization of public services, water and waste management, and the energy efficiency of homes.

The minister said the request also includes investments in sustainable mobility, the modernisation and digitization of the customs system, measures to prevent and reduce school dropout rates, as well as the modernisation of the legislative framework governing human resources management in public administration. The documentation submitted to the European Commission also includes the justifications and supporting documents for all targets and milestones, management declarations and summaries of the audits carried out, Pîslaru said.

“The submission of this request marks the end of the process of transmitting payment requests under the NRRP. The European Commission will now assess the final package of reforms and investments,” Dragoș Pîslaru said. He added that the ministry would continue working with the European Commission to clarify all outstanding issues. The requested funds will be paid after the European Commission completes its assessment and confirms that the targets and milestones have been satisfactorily met.

Before the final payment request was submitted, the coordinators of the reforms and investments said that the absorption rate of the funds allocated to Romania under the NRRP had exceeded 90% for the grant component and 95% for the loan component. The implementation period for activities funded through the NRRP officially ended on 31 August 2026. At the time, interim Prime Minister Ilie Bolojan warned that more than 2,000 projects had not been completed and that, if they were not finished by the end of the year, the European funds accessed for them would have to be returned. Under the latest renegotiation with the European Commission in August, Romania’s NRRP allocation stands at €20.11 billion, including more than €13.5 billion in grants, with the remainder in loans.

The NRRP is implemented by 20 reform and investment coordinators, including ministries and other central public authorities. The Ministry of Investments and European Projects is responsible for coordinating the implementation of the National Recovery and Resilience Plan at national level. (EE)
