Parliament to convene in special session for integrity and education reform

Both chambers of the Romanian Parliament will reconvene next week for extraordinary legislative sessions. Lawmakers are scheduled to re-examine integrity legislation, alongside debating new initiatives regarding the pre-university education law.

It remains uncertain whether the proposed public sector salary reform will enter the legislative track during this session. The latest draft of the unified pay law sent to parliamentary parties establishes a reference value of 4,000 lei (under 800 euros), targeted for implementation in December. The law aims to reorganize public sector salaries under common rules, establishing a new job hierarchy based on responsibility and complexity, reducing bonuses, and linking income directly to performance.

While authorities maintain that the new pay grid will not reduce existing incomes, health and education trade unions strongly oppose the draft. The adoption of this legislation by the end of the month is tied to the release of approximately 770 million euros in funding from the European Union.

 

Constitutional Court publishes motivation on contested integrity law provision

The Constitutional Court of Romania has published the motivation behind its controversial ruling upholding a provision in the recently amended Integrity Law. Under this article, USR party leader and current coalition member Dominic Fritz, the mayor of the western city of Timișoara, faces the loss of his office.

The provision stipulates that any public official facing a final judicial ruling of incompatibility or conflict of interest will automatically lose their mandate 30 days after the new law takes effect. Introduced by the social-democratic and populist ultranationalist opposition, the article was challenged at the Constitutional Court for violating the principle of non-retroactivity. The Court ruled that the law does not impose retroactive punishment, but rather terminates mandates whose integrity has been severely compromised.

In response, Mayor Dominic Fritz stated on Facebook that the sanction targets his mandate rather than his personal record, while USR lawmaker and former State Secretary in the Ministry of Justice Alexandru Dimitriu called the ruling “toxic” and characteristic of a regime attempting to eliminate political opponents. Parliament will re-examine the Integrity Law next week to align it with recent Constitutional Court decisions. Passing the law governing the National Integrity Agency (ANI) represents a key milestone under Romania’s Recovery and Resilience Plan (PNRR), required to unlock a 770-million-euro EU funding tranche by the end of this month.

 

Romanian firefighters deploy to Serbia to combat massive wildfires

Nine additional Romanian military firefighters departed on Saturday for the Republic of Serbia to join international efforts in combating severe forest and wildland fires across the country. Over the next 10 days, the team will participate in containment and suppression operations alongside existing Romanian units and Serbian emergency responders.

In total, Romania has mobilized a specialized wildland firefighting module comprising 69 personnel and 15 technical vehicles from the General Inspectorate for Emergency Situations and its subordinate units. The mission also includes an aerial component provided by the Ministry of Internal Affairs’ General Inspectorate of Aviation, utilizing a Black Hawk S-70M helicopter from the European rescEU reserve.

The fires are primarily affecting the Deliblato Sands Nature Reserve, where flames have consumed over 3,500 hectares of difficult terrain, requiring specialized international intervention capabilities.

 

Emergency water releases ordered to cool Cernavodă NPP amid historic Danube drought

Facing the lowest record flow rates on the Danube in recent history, Romania’s National Committee for Emergency Situations has approved several urgent interventions to guarantee the cooling water supply required for the Cernavodă Nuclear Power Plant in the southeast.

Emergency dredging operations along the Danube riverbed remain ongoing. To supplement water levels, the Ministry of Energy and state utility Hidroelectrica began releasing water on Saturday from reservoirs along the Olt River, one of the Danube’s primary tributaries. This released volume will simultaneously be used to generate additional hydroelectric power.

Both reactors at the Cernavodă nuclear plant were previously shut down in a controlled procedure due to critically low Danube water levels.

 

 

George Enescu International Competition Opens in Bucharest

The 20th edition of the George Enescu International Competition opens on Sunday, August 23, in Bucharest. Running through September 19, the prestigious event brings together young musicians from across the globe competing in cello, violin, and piano under the theme “In Pursuit of Excellence.”

This year’s edition features international masterclasses, a premiere semi-final in a “play & conduct” format, mentorship for laureates, stage presence and well-being workshops, and an expanded program across several Romanian cities. The competition offers young artists an integrated space blending performance, education, mentorship, and key career opportunities, carrying forward the legacy of George Enescu—a complete musician defined by interpretation, composition, and artistic exploration. The event continues a celebrated tradition established in 1958. (VP)
