Public administration employment law

The Romanian Government approved a bill on Thursday prohibiting the simultaneous collection of a state pension and a public sector salary. The document also introduces new restrictions on the transfer of public employees between institutions. Prime Minister Ilie Bolojan explained that the primary goal of the law is to ensure equity within the public payroll system. He noted that the bill will be forwarded to Parliament with a request for adoption under emergency procedure.

Furthermore, Interim Labor Minister, Dragoş Pîslaru, stated that non-contributory “special” pensions will be reduced by 85% for retirees who choose to remain active in the workforce. He emphasized that this bill regarding the dual collection of pensions and salaries applies exclusively to the public sector.

 

Unemployment data

Romania reported an unemployment rate of 6.1% in March of this year, up 0.1% from February. According to data released Thursday by the National Statistics Institute (INS), the rate remains particularly high among youth (ages 15-24), standing at 28.2%.

During this period, the estimated number of unemployed individuals (aged 15-74) was 503,700. The unemployment rate for women exceeded that of men by 0.3%. For adults (aged 25-74), the rate was estimated at 4.6%, specifically 4.5% for men and 4.7% for women.

 

May 1st mini-holiday

The Romanian Border Police announced special measures for the May 1st holiday to ensure smooth and secure border crossings. An average of 3,500 border officers will be deployed daily at checkpoints and surrounding areas.

At the external borders with Ukraine, Moldova and Serbia, efforts will focus on streamlining controls and maximizing infrastructure capacity. Travelers moving to and from Hungary and Bulgaria will continue to pass without stops at former border checkpoints. Cooperation with neighboring authorities remains a priority to manage traffic and prevent cross-border crime.

 

Romanian Citizens in Iran

The Romanian Embassy in Tehran is monitoring the situation of four Romanian citizens aboard the vessel MSC Francesca, which was seized a week ago by Iranian authorities. Bucharest reports that the Embassy has contacted the relevant authorities, who confirmed that the four individuals are safe and in good health.

The Foreign Ministry states it remains in permanent contact with both Iranian authorities and European counterparts. While no formal requests for consular assistance have been made by the individuals so far, the diplomatic mission in Tehran remains ready to provide support.

 

Romanian Consulate in Odesa

The Romanian Foreign Ministry reports that the gradual restoration of normal operations at the Romanian Consulate General in Odesa is a “priority for the Romanian community”, according to an official statement. On Wednesday, the Government approved the appointment of Doru Liciu as Consul General.

After the start of the Russian war of aggression against Ukraine in February 2022, the Ministry suspended the consulate’s activities and relocated its interim management to the Embassy in Kyiv. The Consulate General in Odesa resumed limited operations in the autumn of 2025, subject to security developments in Ukraine.

 

European Parliament condemns attacks on Ukraine and approves major financial aid package

The European Parliament on Thursday voted in favor of a resolution that once again condemns Russia’s deliberate attacks on civilian and critical infrastructure in Ukraine. The document reaffirms solidarity with the Ukrainian people and calls on Member States and their partners to increase military support for Kyiv. MEPs insist that no sanctions should be lifted before a peace agreement is sustainably negotiated and implemented.

In a separate development in Brussels, the European Union has approved a €90-billion loan for Ukraine and the 20th package of sanctions against Russia, following a three-month deadlock caused by Hungary. Budapest’s agreement was secured after Ukraine repaired the Druzhba pipeline, which transports Russian oil to Hungary and Slovakia. The pipeline had been damaged by Russian shelling in late January, during which time Hungary had blocked the loan. (VP)
