Romania’s President calls new consultations to form government after four-month political crisis

President Nicușor Dan and parliamentary parties will hold new consultations on September 1 to designate the next Prime Minister. The head of state believes that a majority for a stable government will be found this time. He explained that he did not make any further nominations in recent months because the successive failure of rejecting prime ministerial proposals would have harmed Romania’s economic image. This time, the president ruled out the option of a technocratic cabinet, specifying that the future executive will be composed mainly of political ministers. Following the fall of the Cabinet led by Liberal Ilie Bolojan in May, President Nicușor Dan called successive consultations with parliamentary parties without result. Four months after the onset of the crisis, the former coalition parties have failed to reach an agreement on a governance formula.

Controversial Public Integrity Law published as President promulgates final PNRR milestones

The Law on Integrity in the Public Sector, promulgated on Friday by President Nicușor Dan after its recent adoption by the Bucharest Parliament, has been published in the Official Gazette. In a press statement, the head of state noted that he maintains his arguments from the unconstitutionality challenge he submitted to the Constitutional Court, which was rejected. He added that in a different context—where there was no risk of losing PNRR (National Recovery and Resilience Plan) funds due to non-adoption of the law and if there had been sufficient time for debate—he would have returned the bill to Parliament for re-examination. However, he requested Parliament to resume and deepen discussions on this law during the autumn session. On Friday, Nicușor Dan promulgated several laws that must enter into force by August 31, the deadline for fulfilling all milestones and targets under the PNRR. These include legislative amendments for the deinstitutionalization of adults with disabilities, the integration of renewable hydrogen in industry and transport, the Action Plan for Biodiversity Conservation, and the Law on the financial and operational closure of the PNRR. “PNRR funds mean development, modernization, and progress for our country. The largest PNRR investments went toward improving road and rail infrastructure, energy rehabilitation of buildings, constructing or equipping medical facilities, and facilitating financing for companies,” Nicușor Dan added.
