By 3:00 p.m. Bucharest time on Saturday, about 400,000 voters from abroad had cast their ballots for the election of the president of Romania, almost double the figure in the first round 2 weeks ago. A higher turnout was reported in the United Kingdom, Italy, Germany, the Republic of Moldova and Spain.
