Budget rectification – The Romanian Finance Ministry has published the draft of the second budget rectification of this year, which maintains the deficit target at 8.4% of the Gross Domestic Product. According to the document, both the revenues of the general consolidated budget and the expenditures are reduced by approximately 2.13 billion lei. Budgetary credits will be supplemented mainly for the Health Ministry, by over 1.5 billion lei, for the Transport Ministry, by 750 million lei, and for the Agriculture Ministry by almost 81 million lei. On the other hand, budget credits will be reduced mainly for the Ministries of Finance, Investments and European Projects, Economy and for the Public Ministry (Prosecutor’s Office).

 

Scandal – Save Romania Union Minister of Defense in the four-party government in Bucharest, Ionuţ Moşteanu, has resigned. “I am making this gesture with responsibility and respect for the Romanian Army,” he wrote on a social network on Friday. The resignation comes after the press accused the inconsistencies in his CV, a scandal that led several politicians to ask him to resign. His studies were questioned, as his first public CV, from 2016, included a degree obtained at Atheneum University, an institution that denied that the politician had ever been its student. The Prime Minister Ilie Bolojan said on Friday that he had taken note of the resignation of the defense minister and that he was proposing the economy minister, Radu Miruţă, as interim.

 

Handball – The Romanian national handball team debuted on Thursday evening with a victory in Group A of the World Women’s Handball Championship in the Netherlands and Germany: 33-24 against Croatia, in Rotterdam. According to the sports press in Bucharest, the Romanians played wildly after the break and won without emotion. Goalkeeper Iulia Dumanska, a Ukrainian naturalized in Romania, was declared the player of the match. Romania will play the next match on Saturday, against Japan, and on Monday, December 1, on the National Day, it will meet Denmark. Romania has participated in all editions of the World Women’s Handball Championship, winning gold medals in 1962, silver in 1973 and 2005, bronze in 2015.

 

Highway – Section 3 of the A7 highway, also known as Moldavia’s Highway, was opened to road traffic on Thursday. The 13 km long segment connects the town of Pietroasele to the city of Buzău and allows highway traffic from Bucharest to Focşani, a distance of approximately 200 kilometers. The General Director of the National Road Infrastructure Management Company, Cristian Pistol, said that this is the first time that two historical regions of Romania have been successfully connected by a highway, and the Transport Minister, Ciprian Şerban, promised that, weather permitting, another 49 kilometers, between Focşani and Adjud, will be put into use by the end of this year. Romania currently has more than 1,350 kilometers of highways and expressways and is in penultimate place in the EU in this regard. Added to these are over 850 kilometers that are under construction.

 

Pensions – The Romanian Government will adopt, today, in an extraordinary session, the new draft law on magistrates’ pensions, on the day the deadline set by the European Commission for fulfilling this milestone in the National Recovery and Resilience Plan expires. The Prime Minister Ilie Bolojan said he was confident that the new law, although negatively approved on Thursday by the Superior Council of Magistracy, will pass the constitutional test, and magistrates will retire at 65 years of age, with a pension of 70% of their last salary. The previous draft reform of magistrates’ pensions was rejected by the Constitutional Court because it did not have the opinion of the Supreme Council of Magistracy, which is consultative but mandatory.

 

Conference – Romania urgently needs a clear, coherent strategy that should prepare the workforce for what’s to come, the Minister of Economy wrote on a social network on Friday, after participating in the Romania – Germany – Moldova Business Conference, organized in Stuttgart. According to him, the talks focused on key areas in which joint projects can be built: industrial production, artificial intelligence, digitalization, energy, food processing, workforce training. ‘Romania needs serious partners, concrete projects and a state that treats the private sector as an equal partner. Only in this way can we bring more investments, well-paid jobs and real development for every citizen. And this conference between the three states was another step in the right direction,’ the Minister of Economy said.

 

Elections – The electoral campaign for the partial local elections on December 7 for the Bucharest City Hall continues, with 17 candidates competing. The position of general mayor is vacant, after the former mayor, Nicuşor Dan, became the President of Romania in May. Also on December 7, elections will be held to designate the leadership of the Buzău County Council (southeast) and the mayors of 12 localities. The Ministry of Interior has announced that it will ensure the smooth running of the campaign and the elections, stating that measures have already been taken to ensure that they take place in safe conditions for candidates and citizens.
