GOVERNMENT Romania’s new prime minister-designate, the diplomat and former journalist Luca Niculescu, is presenting his governing programme and cabinet lineup today. Two-thirds of the cabinet seats will be held by members of the PSD (Social Democratic Party), many of whom also served as ministers in previous administrations. According to media reports, the remaining ministries will be headed by non-partisan specialists endorsed by president Nicușor Dan. The Social Democrats have requested that the incoming administration refrain from raising taxes next year, complete a budget adjustment by November 1, draft the 2027 state budget by December 1, adjust pensions (including military and minimum pensions) to inflation, and eliminate social security contributions for mothers, war veterans, and people with disabilities. The PNL (National Liberal Party) has pledged to vote in favour of the Niculescu government to end the political deadlock, after which it will move into opposition. Additional support is expected from the UDMR (Democratic Union of Ethnic Hungarians in Romania) and the MPs representing other ethnic minorities. AUR and the USR (Save Romania Union) will not endorse the government. Luca Niculescu is the fourth candidate nominated by Nicușor Dan for the prime minister post, after the minority government led by the Liberal Ilie Bolojan was dismissed following a no-confidence vote on May 5. Before Niculescu, the nominees were the Renew MEP Eugen Tomac (who stepped down before the vote in Parliament), the dissident Liberal Adrian Veștea, and the EPP MEP Siegfried Mureșan, all of whom were rejected by Parliament.
EUROPEAN COUNCIL The President of Romania Nicușor Dan Thursday and Friday attends the European Council meeting in Brussels, where he has announced he will advocate for an “ambitious” EU budget for 2028–2034. According to the Presidency, Romania wants the EU budget to keep funding levels for the Cohesion Policy and the Common Agricultural Policy, two vital instruments for narrowing development gaps between member states, as well as for modernising agriculture, developing rural communities, and strengthening food security. At the same time, Romania will plead for funding to strengthen European defence capabilities, with particular attention paid to the Eastern Flank and the strategic Black Sea region, as well as for policies aimed at regaining competitiveness and reducing strategic dependencies in energy and advanced technology. Ahead of the meeting, the German chancellor Friedrich Merz said he hoped an agreement on the new EU budget would be reached by the end of the year, despite the divergent views of member states, while Spain’s PM Pedro Sánchez announced that Madrid would push for a budget increase, deeming the current proposal unable to meet the bloc’s challenges.
OIL TANKER A Comoros-flagged oil tanker, anchored off the Romanian port of Sulina on the Danube and carrying 17 crew members from Syria, India, and Iran, reported a fire on board on Wednesday evening. The fire was put out by the crew, who are currently out of danger. The interim defence minister Radu Miruță says investigations are underway to determine whether the vessel was struck by a drone. Meanwhile, the foreign ministry announced it is in constant contact with the relevant authorities and is prepared to issue a public statement once the circumstances of the incident have been confirmed. Earlier, the Romanian defence ministry reported that its radar surveillance system had detected a group of aerial targets over the Black Sea. Two of them entered the national airspace; subsequently, radar contact with one of the targets was lost over the sea, raising the possibility that the vessel may have been struck by the drone that disappeared from radar. On Wednesday residents in southeastern Romania received several RO-Alert messages warning of a potential drone entry, amid the ongoing Russia-Ukraine conflict. F-16 and F-18 aircraft were deployed from the Kogălniceanu Air Base (in the south) to monitor the area.
EMERGENCY The Maritime Coordination Centre of the Romanian Naval Authority has launched an emergency search and rescue operation following a serious incident reported this morning in the Black Sea, approximately 13 nautical miles southeast of the town of Sulina, not far from the border with Russia-invaded Ukraine. The merchant vessel Wide Trader, sailing under the flag of San Marino, issued an emergency alert, reporting fire on board. Out of the 12 people on the vessel, 5 are safe and 7 are still missing. Two Black Hawk helicopters and two intervention vessels from the Romanian interior ministry take part in the Wide Trader crew rescue operations.
SPORTS The Romanian mixed doubles team comprising Bernadette Szocs and Eduard Ionescu play today against the Germans Benedikt Duda and Nina Mittelham in the semifinals of the European Table Tennis Championships in Ljubljana, Slovenia. Yesterday, in the quarterfinals, the Romanians defeated the French Thibault Poret and Prithika Pavade 3–2. Participation in the semifinals guarantees at least a bronze medal. Romania is represented by 12 athletes at the European Championships in Slovenia. Also today, the Romanian football team Universitatea Craiova play their opening match in the new Conference League season on home turf against the Spanish side Getafe. Craiova is the last remaining Romanian team in European competitions, as the other three teams, Universitatea and CFR from Cluj and FCSB from Bucharest were eliminated in the qualifiers. (AMP)
