Interview – Romania’s President, Nicușor Dan, stated in an interview with Bloomberg that Russia is attempting to escalate the war in Ukraine and provoke European nations, especially through drone attacks, including in the Black Sea region. According to the head of state, Romania has ordered defense capabilities through the European SAFE program and has requested temporary equipment from allies until the ordered assets are delivered and operational. Nicușor Dan has pointed out that Romania has once again requested temporary capabilities within the NATO framework and has secured support. These remarks come against the backdrop of a resolution adopted by the European Parliament on Thursday, which calls on the Union to consider launching a naval operation in the Black Sea. Meanwhile, in Bucharest, the Supreme Council of National Defense (CSAT) discussed the measures required to further strengthen national surveillance, prevention, and response capabilities, aimed at defending territorial waters and critical infrastructure, as well as ensuring the security of commercial shipping.

Rescue – On Friday, the Romanian authorities are conducting an extensive and urgent search-and-rescue operation in the Black Sea, following reports that a foreign-flagged commercial vessel was struck by a drone. According to the Romanian Naval Authority, of the 13 members of the crew, comprising 10 Ukrainian and 3 Azerbaijani nationals, 9 have been rescued, one has died, and 3 are reported missing. The vessel ‘Khoryv’, which is at risk of sinking, was reportedly struck 13 nautical miles off the Romanian port of Constanța. This incident follows a series of attacks targeting commercial vessels in the Black Sea region over the past few weeks.

Youth Forum – The Forum of Young Romanians from Everywhere, now in its 6th edition, opens today in Bucharest, with President Nicușor Dan attending. Over 150 young people from Romania and the Diaspora will participate in a six-day program focused on identifying concrete solutions to issues that affect them. Today’s opening ceremony and conference will explore the process of bringing a legislative proposal to fruition, from the initial concept to final implementation. On Saturday and Sunday, participants will attend training sessions on public policy and advocacy, subsequently working in teams, guided by facilitators, to develop specific proposals on topics relevant to young people, ranging from education and the labor market to justice and relations with the Diaspora. On Monday and Tuesday, these proposals will be reviewed alongside public policy experts, allowing the participants to refine their solutions and prepare for the final presentation. On Wednesday, the Forum’s last day, participants will present their proposals to representatives from civil society and the business sector who will have the opportunity to evaluate the initiatives and express interest in supporting or implementing them. Since its inaugural edition, the Forum has brought together more than 600 young people from Romania and the Diaspora.

Forum – The international forum “Reconstruction of Ukraine: Security, Opportunities, Investments” continues today in Bucharest. In his remarks at the forum, the Romanian Finance Minister Alexandru Nazare has emphasized that the reconstruction of Ukraine will require investments of nearly 600 billion dollars over the next ten years; Romania intends to participate in this process through infrastructure and energy projects, as well as economic partnerships. According to Nazare, Romania can leverage its geographical position and European experience to become a central pillar in regional reconstruction and in trade with neighboring Ukraine. In turn, Romania’s Foreign Minister Dan Neculăescu has stated that the reconstruction of Ukraine depends directly on connectivity within the strategic triangle formed by Romania, the Republic of Moldova, and Ukraine. During the event, Ukraine’s Ambassador to Bucharest, Igor Procopciuc, renewed an appeal for support for a public fundraising campaign aimed at purchasing medical equipment.

Violence – At the beginning of this morning’s cabinet meeting, the new Romanian Prime Minister, Luca Niculescu, expressed his solidarity with the children and the teacher injured in serious incidents that occurred over the past few days at schools in Bistrița (northwest) and Pitești (south). He pledged that an integrated plan would be developed, incorporating both preventive measures and sanctions for such acts of violence. “Children’s safety is non-negotiable; it is a fundamental responsibility of the state and a priority for this Government,” Niculescu added.

Assessment – Prime Minister Luca Niculescu has announced that, today, following the Government meeting, he will convene an evaluation session with the ministers responsible for meeting the outstanding milestones of the National Recovery and Resilience Plan (NRRP). Niculescu emphasized that the deadlines are very tight and that Romania cannot afford to lose European funds due to delays or a lack of coordination. “My objective is very clear,” the Prime Minister added, “to save every Euro that Romania can still receive through the NRRP, funds that translate into investments in hospitals, schools, infrastructure, and the modernization of this state; these are, quite simply, funds that Romania needs.” So far, Romania has received approximately 13.3 billion Euros through the NRRP, representing about 66% of the total amount allocated following the renegotiation of the plan. Nearly 9 billion of this sum consists of non-reimbursable grants, with the remainder in the form of loans. The amount that Bucharest could still receive stands at nearly 6.5 billion Euros.

Vaccines – Romania is accepting over one million doses of vaccines against Peste des Petits Ruminants (PPR) and sheep and goat pox, donated by the European Commission. Vaccination is considered a necessary measure for controlling and eradicating these diseases, stabilizing the epidemiological situation, and creating the conditions for the gradual lifting of restrictions on the trade of live animals and derived products, both within the European Union and beyond. Resuming animal exports was, in fact, one of the key demands of sheep farmers, who traveled to Bucharest last month to hold a protest rally in front of the Government headquarters. Under European Commission decisions, the movement of live sheep and goats to other member states and third countries is restricted until December 31 of this year, a situation that has hampered trade and caused economic losses for sheep and goat breeders.

Football – The Romanian football champion, Universitatea Craiova (from the south), secured a 3–1 away victory against the Andorran side Inter Club d’Escaldes in the second round of the Conference League. In their first match of the competition’s main phase, Universitatea drew 1–1 at home against the Spanish team Getafe CF. Craiova is the last remaining Romanian representative in European club competitions; the other three, Universitatea Cluj and CFR Cluj (from the northwest), as well as FCSB from Bucharest were eliminated during the preliminary rounds.
