Romania summons Russian Ambassador following Leipzig drone attack and alleged hybrid warfare activities

Russia’s ambassador to Bucharest will be summoned to the Ministry of Foreign Affairs following the drone attack on the Leipzig airport, which has been attributed to Russia, interim Romanian Foreign Minister Oana Țoiu announced. She emphasized that Romania stands in solidarity with Germany and other European nations facing Russia’s hybrid activities, interference, and persistent, reckless provocations, which Romania has experienced as well. The European Union and several member states have similarly summoned Russian diplomatic representatives regarding the Leipzig incident. Meanwhile, Germany’s chargé d’affaires was called to the Russian Foreign Ministry after Berlin accused Moscow of engaging in hybrid warfare. German police have identified the DNA of two men holding Russian passports who are suspected of bringing an explosive-laden drone to the Leipzig airport.

 

Political consultations pending

In Romania, parliamentary party leaders are waiting for President Nicușor Dan to call them back to consultations to form a new government, following the start of the autumn parliamentary session on Tuesday without a clear majority. According to political analysts, the right-wing National Liberal Party (PNL) and Save Romania Union (USR), which together with the Democratic Alliance of Hungarians in Romania (UDMR) currently form the caretaker government, categorically refuse to join an executive alongside the left-wing Social Democratic Party (PSD), which left the executive coalition a few months ago. PSD announced it will make a decision after a prime minister-designate is named. Meanwhile, the nationalist opposition party, the Alliance for the Union of Romanians (AUR), buoyed by strong momentum in recent polls, is calling for snap elections, describing them as the only way to break the current political deadlock.

 

Parliamentary dispute and boycott

PNL and USR representatives in the caretaker government refused to participate in Wednesday’s plenary session of the Chamber of Deputies. The move came as a protest over how leadership positions in the Chamber were allocated on Tuesday. The two parties cited an abuse of power by an ad-hoc PSD-AUR-SOS Romania majority, claiming it violates the established political algorithm and ignores mandatory negotiations between group leaders. PNL floor leader Gabriel Andronache stated there is clear jurisprudence on the matter, established by a Constitutional Court ruling dating back to 2010. Conversely, PSD firmly rejected speculation regarding a formal coalition with AUR and SOS Romania. Social Democrat deputy Mihai Ghigiu stated that the allocation aligns with the position of the majority of group leaders and represents a standard administrative procedure. PNL and USR representatives announced plans to file a challenge with the Constitutional Court next week regarding the leadership distribution.

 

European Council President to visit Bucharest

European Council President António Costa arrives in Bucharest on Thursday, where he will be received by Romanian President Nicușor Dan. According to the Presidential Administration, the two leaders will hold one-on-one meetings followed by official talks, concluding with a joint press conference. On the same day, Costa is scheduled to visit Sofia and Athens. The European Council Chief is conducting a tour of EU member state capitals through September 17 to discuss national priorities and concerns directly with member states. His discussions cover key topics including defense, economic competitiveness, EU enlargement, support for Ukraine and the future multi-year EU budget for 2028–2034. Costa has already visited Slovakia, Estonia, Latvia, Lithuania, the Czech Republic, Hungary, Croatia and Luxembourg. His most recent visit to Bucharest took place in September 2025.

 

Romgaz completes acquisition of Azomureș

Romgaz, Romania’s primary natural gas producer and supplier, has finalized the acquisition formalities for Azomureș, the country’s largest producer of mineral fertilizers for agriculture. The transfer agreement was signed late last month, paving the way for integration and technical preparations to restart operations at the plant. According to a statement from Romgaz representatives, resuming production requires completing preliminary technical steps, including evaluating equipment status, running safety checks, performing necessary maintenance and repairs, and verifying safety systems to ensure a phased restart. Last week, interim Prime Minister Ilie Bolojan noted that more than 800 Azomureș employees will be transitioned to Romgaz starting this month, with production projected to resume in the first quarter of next year.
