DRONE – President Nicușor Dan has convened today a working meeting in Constanța (southeastern Romania) with representatives of the institutions responsible for security and defense, following the incident in which a Ukrainian maritime drone that went out of control self detonated in the Port of Constanța. The head of state mentioned that he wants to learn what is needed for Romania to be able to manage such situations and emphasized that there was no risk to the population. According to the Presidential Administration, the circumstances of the incident will be analyzed, along with its implications for national and regional security, as well as the measures required to strengthen surveillance, prevention, and response capabilities to threats in the Black Sea area. It is worth recalling that the maritime drone discovered in the Port of Constanța, on the Black Sea, self detonated without causing casualties. The Department for Emergencies activated the Red Intervention Plan to manage the situation efficiently, and several thousand people were evacuated from the area, in the counties of Constanța and Tulcea. The Ukrainian Naval Forces confirmed that it was a Ukrainian drone that had gone out of control during a mission, due to jamming caused by Russian electronic warfare systems, which made the drone deviate from its trajectory and drift toward the Romanian coast.

 

SAFE – More than half of the funds allocated to Romania through the European military procurement program SAFE will go to Romanian companies, interim Minister of Economy Irinel Darău said on Friday. He explained that major foreign suppliers who have signed contracts under this program are required to rely on Romanian companies for various stages of production. Romania will receive a total of 16.68 billion euros through the SAFE program for rapid and significant investments in the defense industry and defense technologies. On Thursday, the Constitutional Court of Romania (CCR) rejected the opposition’s challenge regarding the Government’s emergency ordinance on the law implementing the program. The head of the Prime Minister’s Chancellery and national coordinator of the program, Mihai Jurca, welcomed the CCR decision and recalled that SAFE is the instrument through which Romania accelerates its military procurement, strengthens its security, and builds industrial capacities that must remain in the country in the long term.

 

NRRP – For the first time in a long while, we have real reasons to be optimistic that Romania will successfully complete the NNRP, even though there is still much work to be done, says the Minister of Investments and European Projects, Dragoș Pîslaru. On Friday, the Economic and Financial Committee of the European Union issued a favorable opinion on Payment Request No. 4 of the National Recovery and Resilience Plan, worth 2.62 billion euros, with all related milestones and targets evaluated positively, without suspensions or financial corrections. On a social network, Dragoș Pîslaru wrote that, as a result, “Romania surpasses the threshold of 60% absorption of the NRRP and is close to 13 billion euros drawn for investments and reforms.” In turn, the interim Minister of Finance, Alexandru Nazare, stated that “it is essential to accelerate the implementation of projects and maintain the pace of the assumed reforms, in order to fully capitalize on the available resources and turn European funds into concrete results in the economy and in people’s lives.” According to the European calendar, the milestones and targets of the NRRP must be met by August 31, 2026, and the final payment request must be submitted to the European Commission by September 30, 2026.

 

PM – Romanian President Nicușor Dan stated on Friday, referring to the nomination of Eugen Tomac as prime minister, that his first option had been a political government, but none of the parties came forward with a clear majority. According to the head of state, Eugen Tomac is the “best” option for designated prime minister, given that, as a politician, he has the ability to negotiate while also being independent from the parliamentary parties. After being nominated, MEP Eugen Tomac announced that he will not propose a political formula for his executive team, but exclusively specialists. He is expected to hold discussions with the leaders of PNL, USR, and UDMR, parties that have already expressed reservations about a technocratic government. PSD has declared itself willing to discuss but is setting conditions related to the governing program and the resumption of local investments. AUR has announced that it will not participate in the session to install a new government. Tomac has a 10 day deadline to present the governing program and the list of ministers before Parliament. To obtain the vote of confidence, the designated prime minister needs at least 233 votes in Parliament.

 

POPE – Pope Leo  was in Madrid on Saturday, the first leg of a seven-day state visit to Spain, centered around social and migration-related themes, AFP and Reuters reported. The Pope’s visit to Spain is expected to attract a large number of believers. The Pope’s itinerary includes stops at Montserrat and Barcelona, where he will inaugurate the newest tower of the Sagrada Familia cathedral, the famous modernist basilica that has become the tallest church in the world. In the last two days of the visit, Pope Leo will travel to the Spanish islands of Tenerife and Gran Canaria, off the west coast of Africa, where he will meet with migrants and organizations dedicated to helping them.

 

FOOTBALL – Romania’s national football team is playing today in Bucharest against Wales, in its second friendly match of the week. On Tuesday, the national teams of Romania and Georgia ended in a 1–1 draw in a preparation match played in Tbilisi. It was the debut of Gheorghe Hagi’s second term as head coach of the national football team. (EE)
