PARLIAMENT Romania’s Parliament convened on Monday for a three-day extraordinary session during the final week available to meet outstanding National Recovery and Resilience Plan (PNRR) milestones agreed upon with the European Commission. Deputies passed a new text for the Integrity Bill, after the Constitutional Court ruled that an article regarding the declaration of public officials’ wealth was inconsistent with the Constitution. Save Romania Union proposed that the National Integrity Agency release a file on each public official, disclosing the interests relevant to their position within 60 days of their submission of wealth and interest declarations. It was also agreed that such files should be filled in as of January 1, 2027. The bill with the accepted amendments now goes to the Senate for a final decision. Senators are fast-tracking debates on the Hydrogen Law, a key milestone without which the country risks losing a EUR 2.84 billion payment. The endorsement of the new public sector salary law, a crucial PNRR milestone tied to EUR 770 million, remains uncertain. Despite the August 31 deadline, the bill remains under party review.
DRONE A military drone that entered Romanian airspace on Monday morning and was most likely also caught on camera above the town of Tecuci, in Galaţi County, crashed the same afternoon in a household in Vrancea County. No casualties were reported. Residents about 300 meters around the impact area were evacuated as a precaution, and the area was isolated. After completing the checks, the defence ministry reported the aircraft did not carry explosives. According to the institution, at around 6:00 AM, the radar surveillance system detected intermittent signals in the airspace of the Republic of Moldova, near Cahul. One of them later appeared in Galaţi County, and a RO-ALERT message was sent to the public. Two Romanian Air Force F-16 aircraft and an IAR-330 SOCAT helicopter were sent to monitor the situation.
UKRAINE The “Coalition of the Willing”, made up of over 30 countries supporting Ukraine, convened in Kyiv on Monday to discuss new ways of support. The meeting was also attended by Romania’s president Nicușor Dan via a conference call. He congratulated Ukraine on its 35th independence anniversary and highlighted the courage and resilience of the Ukrainian nation in the face of war. “Romania will continue to stand by Ukraine, steadfast in supporting the independence, sovereignty and territorial integrity of this country. Ukraine can count on our multidimensional help,” the Romanian leader posted on the social media platform X. The head of the European Commission, Ursula von der Leyen, announced the European Union is releasing a new instalment of over EUR 6 billion for Ukraine, which will enable it to strengthen its air defence and procure missiles and ammunition. The French president Emmanuel Macron has pledged to speed up deliveries of anti-aircraft missiles to counter Russian attacks, and has called on other partners to follow suit. The support is crucial for Ukraine, whose cities and infrastructure are under daily attack by Moscow’s military.
AMBASSADOR The Ambassador of Ukraine to Bucharest, Ihor Prokopchuk, stated on the occasion of Ukraine’s Independence Day on Monday that Romania is a key partner for his country in areas such as security, energy, transport and infrastructure, regional development and European integration. We greatly appreciate Romania’s constant support for Ukraine’s European path, the diplomat said in a video message. I take this opportunity to express my special gratitude to the Romanian state and the Romanian people in all social categories for their solidarity with Ukraine, for the support provided to Ukrainians who have found shelter in Romania, as well as for their assistance, Ihor Prokopciuk also said.
CURRENCY Uncertainties stemming from the domestic political situation pose a direct risk to the exchange rate of the Leu, the National Bank of Romania (BNR) warned in the minutes of its latest monetary policy meeting. The Bank highlighted additional elevated risks tied to the escalating conflict in the Middle East and, above all, the country’s twin fiscal and trade deficits. The central bank stressed the critical need for political and governmental stability, alongside a continued fiscal correction to bring both deficits under control.
WILDFIRES Romanian firefighters deployed to Serbia remain active on the ground, intervening across multiple sectors affected by severe wildfires at the request of Serbian authorities, according to the General Inspectorate for Emergencies (IGSU). Operating through the day and overnight with specialised fire trucks and equipment, the teams are focusing on containing the blazes and preventing their spread toward nearby residential communities. IGSU reaffirmed that Romanian emergency personnel continue to work alongside their Serbian counterparts to manage the crisis and limit environmental damage. (AMP)
