ACCIDENT In a message on X, Romania’s President Nicusor Dan has expressed his deep regret about the train accident in Spain on Wednesday adding that his thoughts are with the victims and their families. He has expressed his compassion for the Spanish government and people adding that the authorities in Bucharest are connected with those in Madrid to offer assistance to the Romanian nationals, if need be. The Foreign Ministry says that so far it hasn’t received any requests in this respect. According to the latest local toll quoted by France Presse, scores have lost their lives and over 100 have been wounded. Two high-speed trains have collided on the route linking the capital Madrid to the southern region of Andalusia. Authorities are investigating human error as a possible cause of the accident. The tragedy on Wednesday has been the second lethal accident involving high-speed trains in Spain this year. In January, at least 45 lost their lives and 170 others were wounded after two trains derailed close to the southern town of Adamuz.

DIPLOMACY The Republic of Moldova and Romania will step up joint infrastructure and energy projects and strengthen their economic ties, Prime Ministers Vasile Tofan and Luca Niculescu stated during a joint press conference in Chișinău. During his first official visit abroad since taking office, Luca Niculescu said his presence reaffirms Bucharest’s commitment to strengthening relations with Chișinău.

SOFIA Romania’s Defence Minister, Radu Oprea, on Wednesday attended in Sofia a trilateral meeting of Defence Ministers from Romania, Bulgaria and Turkiye. In Sofia, the Romanian official joined his counterparts from Bulgaria and Turkiye, Dimitar Stoyanov and Yaşar Guler respectively. High on the talks agenda were the latest developments in the security situation in the Black Sea region, mainly in terms of the risks caused by the drone attacks against civilian commercial vessels. During the meeting the three ministers tackled the necessary measures for strengthening allied cooperation at the Black Sea and the trilateral cooperation. The Romanian official firmly condemned the latest attacks against commercial vessels in the Black Sea, saying that they represent a major risk escalation associated with Russia’s aggression war against Ukraine. At least five cargo ships have been hit close to the coasts of Romania and Bulgaria in the past days and 23 sailors have lost their lives or have been reported missing.

CLIMATE EU member states will be required to develop national strategic plans to adapt to a projected rise in global temperatures expected to reach 2°C by 2050 and 3°C by 2100, compared to pre-industrial levels. A new climate resilience framework adopted by the European Commission establishes a common reference trajectory for global warming, and for the first time assigns responsibility to member states for proactive measures. These national plans must address various sectors, and their monitoring will be integrated into the European Semester, an approach designed to place resilience within the economic area, rather than solely within the environmental field. The adopted plan does not introduce new financial resources, as the European Commission’s 2028–2034 multiannual financial framework already earmarks 35% of expenditure to climate and biodiversity, which also encompasses preparedness for climate change.

RUSSIA On Tuesday night the Russian Embassy in Bucharest dismissed accusations by Romanian authorities regarding Moscow’s involvement in an act of sabotage that caused a fire on September 14 at an industrial facility in Brașov (a subsidiary of Romarm), arguing that no evidence has been presented to support such claims. Ambassador Vladimir Lipaev was summoned that same day to the foreign ministry, where the Romanian side protested against Russia’s involvement in the incident. Moreover, Ambassador Lipaev labelled attempts to hold Russia responsible for the incidents involving merchant ships in the Black Sea as “political cynicism and hypocrisy.” Bucharest condemned these systematic attacks, which have resulted in casualties, emphasizing that they are violations of international law, jeopardize the safety and freedom of navigation, and affect security at the Black Sea.
