Romania has a government with full powers, after an interim period of about a month and a half. The new government is mainly working on the legislation that will be adopted in the coming period to reduce budget spending and is looking for solutions to improve budget revenues collection in order to reduce the record deficit. Among the fiscal measures considered to reduce the budget deficit are increasing the VAT for products with low rates, increasing excise duties or taxing high pensions. Other planned measures are the reorganization of National Agency for Fiscal Administration (ANAF), additional taxation of gambling and betting or the elimination of the VAT facilities for real estate transactions. The PM Ilie Bolojan met with the Finance Minister, the Liberal Alexandru Nazare, to look at the budget revenues collection situation.
Ilie Bolojan: “We have analyzed the state budget revenues collection, a package of measures to improve collection, including legislative amendments such as, for example, the insolvency law, in order to collect the VAT quotas much better. We have discussed the legislation that is to be adopted in the coming period regarding the reduction of expenses.”
Previously, after the hearings in the Parliament’s specialized committees, Minister Alexandru Nazare had stated that he had great reservations regarding the possibility of pensions and salaries being increased in 2026. He also said that a tax on the excessive bank profits would be applied from 2026 and would be discussed with the National Bank of Romania. In turn, the Defense Minister Ionuț Moșteanu, proposed by Save Romania Union (USR), promised to be a partner for military professionals whom he wants to be motivated to carry out their activity and respected by Romania’s partners and allies.
Also proposed by USR, the new Environment Minister, Diana Buzoianu, stated upon taking office that all the programs of the Environmental Fund Administration would be reanalyzed, and a decision would be soon made regarding the continuation of those that were blocked or those that were to be launched in the coming period. She also announced a reduction of expenses and a restructuring process. And given that cuts have been announced in all ministries, they will identify and finance the projects with the greatest impact on reducing polluting emissions, the new Environment Minister explained.
In turn, the Social Democrat Florin Manole, who took over the Labor Ministry, declared that he would continue all programs to support vulnerable people, as well as young people. The Agriculture Minister, Florin Barbu, also proposed by the Social Democratic Party (PSD), stated that his priority was the rehabilitation of the irrigation system, and, by 2027, the target is 2.7 million hectares. As for the Transport Minister, the Social Democrat Ciprian Şerban, he announced three major objectives: reaching the milestone of 1,500 km of highways and expressways by the end of the year, attracting European funds and reducing expenses in companies subordinated to the ministry.
