FORUM – President Nicușor Dan on Wednesday will receive NATO Secretary General Mark Rutte, who is on his first visit to Romania since taking over the leadership of the Alliance, the Presidential Administration reports. The agenda for talks will include threats facing the North Atlantic Alliance, especially the Eastern Flank, as well as ways to increase Romania’s security and collective defense and deterrence capacity. Secretary General Rutte will attend the NATO Defense Industry Forum, hosted by Bucharest over November 5 and 6, an event designed to boost strategic dialogue with the defense industries of NATO states. According to the official website of NATO, the NATO official “will speak about the importance of increasing production in the field of Defense and the value that close ties with this industry bring”. Mark Rutte will also meet, in Bucharest, with Prime Minister Ilie Bolojan, Senate Speaker, Mircea Abrudean, and Chamber of Deputies Speaker, Sorin Grindeanu, and with other officials.
EXPORTS – Romania maintains its position as the largest European exporter of cereals in the first quarter of the 2025/2026 marketing year and reports financial records in the zootechnical sector, with total sales to markets outside the EU of almost half a billion Euro in the first ten months of 2025, for live animals, the Minister of Agriculture, Florin Barbu has announced. According to the latest data published by the European Commission, Romania exported sheep worth 210 million Euro, cattle – 150 million Euro and poultry worth 100 million Euro. Agriculture is the country’s greatest wealth, Florin Barbu wrote on his Facebook page.
SECURITY – Russian forces carried out two attacks Monday night on Ukrainian port infrastructure on the Danube, near Romania. Following signals detected by Romanian surveillance systems, two F-16 aircraft and two German Eurofighter Typhoon aircraft were scrambled, in accordance with air police procedures, to investigate and ensure the security of national airspace. The mission commanders were given approval to annihilate air targets if they entered Romanian airspace and endangered the security of Romanian citizens. However, no unauthorized intrusions were detected and no aerial debris was identified on national territory. The Defense Ministry in Bucharest strongly condemned the attacks by the Russian Federation on Ukrainian civilian infrastructure, which represent a serious violation of international law and a threat to regional security. Romania remains in permanent contact with NATO allies and the European Union and maintains a high level of vigilance and reaction, according to a statement from the Defense Ministry.
DEFENSE – On Tuesday, Defense Minister Ionuţ Moşteanu said that America will remain present in Romania, and the United States is the country’s main strategic defense partner. “We have a very good relationship with the USA, a relationship that continues and is getting stronger”, the Minister said. The statement comes in the context of the repatriation of approximately 800 American soldiers from the Mihail Kogălniceanu Base (Constanța County, southeast) who will no longer be replaced on the rotation for Eastern Europe. On the other hand, also on Tuesday, Ionuţ Moşteanu met with Admiral Pierre Vandier, the Supreme Allied Commander Transformation, who is visiting Romania. Talks focused on the importance of innovation and digital transformation in the context of new security and defense challenges. Admiral Vandier also met with Prime Minister Ilie Bolojan, with whom he discussed Romania’s priorities at NATO level and the way the Romanian army and defense industry can adapt to technological progress.
RULING – The High Court of Cassation and Justice on Tuesday ordered the release of former Romanian Finance Ministers Sebastian Vlădescu and Darius Vâlcov, as well as the former president of Eximbank, Ionuţ Costea, based on an extraordinary procedure, following the statute of limitations on criminal liability. The argument is a ruling from this year by the Constitutional Court, which, according to the supreme court, ”reaffirms the principle according to which criminal procedural law must observe the right to defense, equal opportunities and effective access to Justice’. ‘Sebastian Vlădescu was sentenced to 7 years and 4 months for bribery, whereas Ionuţ Costea was serving a 6-year sentence for complicity in bribery. The High Court of Cassation and Justice also specifies that in all three cases, the prejudice must be recovered.
MESSAGE – President Nicuşor Dan sent his condolences to the family of the Romanian who died in Italy, after the partial collapse, on Monday, of a 13th-century tower in central Rome, where he worked. “My thoughts also go to all the Romanians who work far from home, with dedication and sacrifice,” the head of state wrote on platform X. He appreciated the effort of the Italian teams who tried, for over 11 hours, to save the man’s life. Extracted alive from under the rubble, he died in hospital as a result of a cardiac arrest. The consular team and the Romanian Embassy in Rome, present at the scene, also thanked the Italian rescuers for the determination with which they tried to extract the worker, after another Romanian, also caught in the collapse of the building, was successfully evacuated and is out of danger. The Mayor of Rome called a national day of mourning on Wednesday in memory of the Romanian worker. The Rome prosecutor’s office has opened an investigation for negligence and culpable homicide.
