The Government will again take responsibility before Parliament

The ruling coalition in Bucharest will take responsibility for a public administration reform project.

The Government’s plan to take responsibility in Parliament on January 29 for the public administration reform project has remained unchanged, says the spokeswoman for the Bucharest executive, Ioana Dogioiu. The projects regarding the administration reform and economic recovery, for which responsibility will be taken, are expected in Parliament immediately after their adoption in a Government meeting, possibly by the end of next week. Prime Minister Ilie Bolojan emphasized that the reform of the administration includes, among other things, an increase in the local authorities’ own revenues and reduced personnel expenses in city halls with too many employees. The money saved in this manner will be directed towards better services for citizens, said Ilie Bolojan, according to whom the decentralization of competences and the stimulation of local development are also expected. Ilie Bolojan: “In Romania, the local administration collects from its own revenues much smaller amounts than most of the EU countries, being very dependent on transfers from the state budget. If we had the money for these transfers, it would not be a problem, but Romania is taking out loans to cover them, for which it pays quite high interest rates.”

 

The Social Democrats, who are in the process of evaluating their role in the coalition and the option to continue or not as part of it, have demanded that, together with the reform of the administration, the government also assume responsibility for the measures to relaunch the economy. These include increased tax credit and other facilities to stimulate new investments, namely guarantees for SMEs or additional deductions for investments in research and development. Sorin Grindeanu, PSD leader: “We cannot only discuss cuts and reductions, if we want PSD to be in this coalition, something that we have announced for six months. These are absolutely normal measures, they are measures that have no budgetary impact, they are measures that will do good. You can’t reduce the deficit by cutting investments and by decreasing purchasing power, you reduce the deficit in a correct way if you grow economically.”

 

The PSD – PNL – USR – UDMR ruling coalition already has a rich history of taking responsibility before Parliament, a quick procedure to impose a government project, but risky if the legislative majority is fragile and cannot block a possible censure motion to which the opposition is entitled, in this situation. The Bolojan cabinet assumed responsibility for a first fiscal-budgetary reform package, and last fall it did so five times, for reforms that targeted health, taxation and the reorganization of state-owned companies. All the censure motions filed by the populist, ultranationalist opposition, were rejected. (EE)
