Deployment of US troops approved by Parliament

The Romanian Parliament on Wednesday approved the request for the temporary deployment of US defensive equipment and military forces to Romania in the context of the Middle East crisis. The decision was made during a Supreme Defense Council meeting convened earlier Wednesday by President Nicușor Dan and required, by law, parliamentary approval.

According to the the president, the deployment consists of refueling aircraft, monitoring equipment and satellite communication systems linked to the missile defense shield at Deveselu (South). This equipment, which is defensive and not outfitted with offensive weaponry, is to be deployed under the Romania-United States Partnership, a collaboration similar to those between Washington and other NATO member states, the president said. Nicușor Dan added that the equipment will bolster Romania’s security and that citizens have no reason for concern.

Additionally, Defense Council members discussed the situation of Romanians caught in the Middle East conflict. To date, approximately 5,700 have returned home, over half with government assistance. Finally, the Council agenda included the economic fallout from the conflict, including rising prices on the international oil market.

 

Prime Minister Ilie Bolojan meets with new US ambassador

Prime Minister Ilie Bolojan received the new Ambassador of the United States to Romania, Darryl Nirenberg, on Wednesday for an introductory visit. According to a Government release, the Prime Minister presented the Supreme Council decision regarding the temporary deployment of American defensive equipment and military forces to Romania, emphasizing that this reflects Romania’s strategic position and the role of the Strategic Partnership with the USA in ensuring national security.

Prime Minister Bolojan also underscored that the Partnership with the USA is robust, and his objective is to strengthen it not only through its security component, but also through economic and investment cooperation. In this regard, the two officials agreed to hold a follow-up meeting next month dedicated to analyzing joint economic projects, noting cooperation opportunities in the fields of energy, emerging technologies and critical minerals.

 

Zelenskyy in Romania

President Nicușor Dan will receive his Ukrainian counterpart, Volodymyr Zelenskyy, on Thursday during his official visit to Romania. According to a Presidency statement, high-level bilateral consultations occur following the recent four-year anniversary on February 24 of Russia launching its war of aggression against neighboring Ukraine.

The agenda will include topics focused on strengthening a comprehensive, constructive and forward-looking bilateral relationship. The two heads of state will also exchange views on current issues, such as the EU enlargement process, transatlantic relations, Black Sea security, and regional and global developments. According to the statement, Nicușor Dan will emphasize the need to advance bilateral dialogue regarding the rights of the Romanian minority in Ukraine, including the right to education in their mother tongue.

Furthermore, Zelenskyy will meet with Prime Minister Ilie Bolojan to discuss bilateral and European cooperation. The two countries share a nearly 700-kilometer border. Starting February 2022, Romania has received millions of Ukrainian refugees, mostly women and children. Official data shows 200,000 Ukrainians remained in Romania at the end of last year.

 

The 2026 state budget

The Finance Ministry published the 2026 draft budget on Tuesday. The document forecasts 1% economic growth, 6.5% average annual inflation, a 6.2% budget deficit, and a GDP expected to exceed approximately €392.5 billion for the first time.

In the public sector, bonuses or paid overtime will no longer be granted, and retiring employees will no longer receive retirement financial aid. Pensions will also not increase this year. However, funds for local community development have been increased to €32 billion, up €4.9 billion from last year.

Prime Minister Ilie Bolojan announced his intention for the budget to be approved in Thursday’s government meeting to reach Parliament by the weekend. However, it is uncertain if the document will have Social Democrat support in Parliament, given dissatisfaction over funding levels for mayors and the lack of financial support packages for vulnerable groups.

 

Oana Țoiu heard in Parliament

Foreign Minister Oana Țoiu (USR) appeared on Wednesday before the Chamber of Deputies’ Foreign Policy Committee to provide explanations regarding the repatriation of Romanians from areas affected by the war in the Middle East. The top diplomat appealed for responsibility from citizens traveling to conflict zones.

She noted the activation of the Ministry Crisis Cell on March 2 and various inter-institutional meetings. According to the Minister, “this heightened level of anxiety, which exists naturally in a conflict zone, should not be increased by the false idea that Romania is not looking after its citizens or is doing so less than other states”. She explained that once all citizens are home safely, an evaluation will be conducted to see what needs improvement and what worked well despite “limited resources”. The Minister added that Romania’s position has been clear in condemning Iran’s attacks while calling for de-escalation and a temporary reduction of attacks on civilian targets to allow regional cooperation for the safe return of Romanian citizens.
