Summit. France has offered to help Romania with equipment to ensure security in the Black Sea, President Nicușor Dan announced after the European summit held on Friday in Brussels. The offer comes as an increasing number of commercial vessels in the Black Sea are being targeted by drones. Nicușor Dan explained that Bucharest had requested support from its allies, just like it did nearly a year ago in response to security incidents along the Danube. “Romania has allies, and in times of need, we receive their help, and, of course, there is the SAFE program, which, once the contracts are finalized, will provide permanent, definitive protection in the Black Sea,” he added. At the Brussels summit, Ukrainian President Volodymyr Zelensky warned that the war would continue to exert immense pressure on his country, as Russia intensifies its attacks on cities and energy infrastructure. European Commission President Ursula von der Leyen said funding for Ukraine in 2026 is secured, but that the needs for 2027 will require the mobilization of additional resources and contributions from other international partners. In this context, EU heads of state and government requested that the European Commission put forward a proposal to address Ukraine’s additional financing needs for the coming year, needs which President Volodymyr Zelensky has estimated at 70 billion euros.
Government. Luca Niculescu’s proposed ministers will be heard by the relevant parliamentary committees early next week, with the investiture vote scheduled for Tuesday afternoon during a joint session of the Parliament in Bucharest. This decision follows the submission of the governing program and the list of cabinet members to Parliament by the Prime Minister-designate on Thursday. Of the 17 proposed ministers, 11 are from the Social Democratic Party, while 6 are independents. Luca Niculescu expressed confidence that he will secure the 233 votes required for investiture. National Liberal Party leader Ilie Bolojan has called for a favorable vote in Parliament for the Niculescu cabinet to avoid administrative gridlock even though the Liberals have decided to move into opposition. Support will also come from the Democratic Union of Ethnic Hungarians in Romania, with leader Kelemen Hunor saying his party will vote in favor of the government, regardless of its membership. On the other hand, the Save Romania Union and the Alliance for the Union of Romanians said they will not vote for this cabinet. Meanwhile, president Nicușor Dan has expressed optimism, saying the new government has a strong chance of passing through Parliament, thereby providing the stability the country needs. Luca Niculescu is the fourth proposal for the position of Prime Minister, after the collapse of the minority government formed by the Liberals, the Save Romania Union and the Democratic Union oif Ethnic Hungarians in a vote of no-confidence on May 5.
EU funding. Romania still has 6.43 billion euros worth of National Recovery and Resilience Plan funding to receive, which are essential for meeting the budget deficit target, the Ministry of Finance said in a statement. He warns that any expenditures on projects whose objectives and milestones are not approved by the European Commission will have to be covered by the national budget. Of the remaining amount, 2.08 billion euros are linked to the fifth payment request, which is currently under evaluation, while the rest is requested via the final payment request, the sixth, submitted at the end of last month. The European Commission’s decision is expected by November 20. To date, Romania has received 13.27 billion euros under the recovery and resilience facility, accounting for some two-thirds of the Plan’s total value.
Radar. The radar surveillance system of the Ministry of Defence in Bucharest detected an aerial target on Saturday night moving over Ukrainian territory toward the border with Romania, in the northern part of Tulcea County (eastern Romania), the ministry announced. Two F-18 aircraft from the Spanish Air and Space Force, currently serving in an enhanced air policing role, were scrambled from the Mihail Kogălniceanu airbase in Constanța County (southeastern Romania). The General Inspectorate for Emergency Situations issued a text alert message to residents in the northern part of Tulcea County. No incursions into national airspace have been reported.
