Romanian Parliament holds hearings for proposed Niculescu Cabinet

Hearings for the ministers proposed for Prime Minister-designate Luca Niculescu’s cabinet are under way in the Romanian Parliament’s specialist committees. Political calculations shifted in favour of the incoming government team after Ilie Bolojan, leader of the National Liberal Party (PNL), signed a conditional support agreement with the prime minister-designate on Sunday, covering the next few months. The document commits the future government to reducing the budget deficit to no more than 5.3% of Gross Domestic Product by 2027.

The Niculescu government, in which two-thirds of ministerial portfolios are held by the Social Democratic Party (PSD), is expected to receive support not only from Social Democrat lawmakers but also from the PNL, the Democratic Alliance of Hungarians in Romania (UDMR), and the parliamentary group representing national minorities. The Save Romania Union (USR) and the Alliance for the Union of Romanians (AUR) have announced that they will not support the cabinet. To secure parliamentary approval, the government needs the votes of at least 233 lawmakers.

The government’s priorities include a budget revision, the adoption of next year’s State Budget Law, and support measures for disadvantaged people. The programme also provides for pension indexation from 2027 onwards, although no percentage has been specified, as well as the adoption of a new public-sector pay law. Hearings for all ministerial nominees are scheduled to conclude on Tuesday, after which the joint sitting of Parliament will convene for the investiture vote.

Romania’s budget deficit narrows to 3.82% of GDP

Romania’s budget deficit fell to 3.82% of Gross Domestic Product after the first nine months of the year, according to figures released by the Finance Ministry. In the same period last year, the deficit stood at 5.35%.

The ministry reported that, during the first nine months of this year, total state revenues exceeded 522 billion lei, or nearly €100 billion, while total expenditure surpassed 600 billion lei. Acting Finance Minister Alexandru Nazare, who has also been nominated to retain the post in the Luca Niculescu cabinet, stressed that Romania must continue its fiscal consolidation efforts next year. The budget deficit target for this year is 6.2% of GDP.

Rheinmetall to build four military vessels at Mangalia shipyard

German defence giant Rheinmetall announced on Monday that its objective in acquiring the Mangalia Shipyard, located on Romania’s southern Black Sea coast, is to develop the facility for both civilian and military shipbuilding.

According to a company statement published on Monday, Mangalia will play an important role in the construction of the four military vessels ordered by Romania. Rheinmetall added that the acquisition provides a broader foundation for future projects across South-Eastern Europe and strengthens its position in a strategically important market.

The Mangalia Shipyard was sold on 9 October, following a tender process, for €138 million. Over the years, it has been owned by the Romanian state, South Korea’s Daewoo Shipbuilding & Marine Engineering, and the Dutch group Damen Shipyards.

French Government confronts fallout from weekend unrest

French Prime Minister Sébastien Lecornu on Monday convened a new crisis meeting to assess law enforcement operations that were overwhelmed by the scale of violent protests over the weekend, as well as support measures promised to shop owners whose premises were damaged and looted.

Interior Minister Laurent Nunez offered his resignation, but President Emmanuel Macron rejected it, seeking continuity in the chain of command. Nunez acknowledged responsibility for what he described as a loss of control by security forces in certain major cities during Saturday’s protests, which were marked by extreme violence and looting.

The president of France’s network of Chambers of Commerce and Industry announced on Monday that more than 2,000 businesses and shops suffered major damage during the weekend unrest.

Last night, police again intervened in Paris, Lyon and Nantes, where groups of young people broke into shops by smashing doors and display windows to steal merchandise.

A variety of grievances triggered protests in several other European countries last week. In Portugal, Spain, Belgium, Greece and Albania, demonstrators took to the streets to protest the economic situation, rising fuel prices or government corruption. Clashes between protesters and security forces were also reported in several cities in northern Italy.
