Parliamentary vote on the new government
Romanian senators and deputies are today convening in a joint session to vote on the governing program and cabinet list proposed by Prime Minister designate Siegfried Mureşan. He is presenting a governing program comprising 372 concrete measures, alongside 16 ministerial nominees from PNL, USR, UDMR and one independent. Over the past two days, the designated ministers were heard by specialized parliamentary committees in sessions yielding advisory opinions. With and AUR announcing they will not support the government, Mureşan negotiated solely with national minorities, unaffiliated lawmakers and smaller parliamentary groups.
“The Romanian Parliament will vote, and each lawmaker will decide through their vote whether Romania enters a period of stability or if instability persists, whether we get down to work or if the political crisis continues” Siegfried Mureşan said. In turn, President Nicuşor Dan appealed to political parties to look past their disagreements and prioritize the national interest. The head of state added that snap elections are not a solution. On the contrary, they would prolong the instability and distrust among both citizens and financial markets.
Constitutional Court postpones key rulings
The Constitutional Court of Romania (CCR) has postponed its decisions in two high-stakes cases involving the government, Parliament and the judiciary until October 7. The first dispute, brought forward by interim Prime Minister Ilie Bolojan, concerns the payment of massive wage arrears for magistrates, estimated at nearly €1 billion. These funds represent unpaid salary rights and increases won by magistrates over recent years through lawsuits filed against the state. The government warns that paying these amounts in full and immediately would deepen the budget deficit and jeopardize the country’s sovereign credit rating.
Also on October 7, CCR is set to settle a dispute between the government and Parliament triggered by Chamber of Deputies President Sorin Grindeanu. He accuses the executive branch of overstepping the Constitution by issuing an emergency decree regarding the Security Action for Europe program (SAFE) after the government had already been dismissed by Parliament through a motion of no-confidence.
Presidential visit to the Czech Republic
President Nicuşor Dan is on an official visit to Prague today at the invitation of Czech President Petr Pavel. The head of state is holding meetings with his Czech counterpart, Prime Minister Andrej Babiš, and the presidents of both chambers of Parliament, as well as a gathering with members of the local Romanian community. According to a Presidential Administration press release, talks will focus on bilateral, European and allied cooperation, with an emphasis on ensuring European security against threats stemming from Russia’s aggression against Ukraine. Talks will also address broader European agenda items and the development of economic ties and investments, including within the defense industry.
Legal troubles for Călin Georgescu
The former Romanian presidential candidate, pro-Russian extremist Călin Georgescu, and his alleged accomplice, businessman Ionel Rusen, have been placed under pre-trial arrest for 30 days following a definitive ruling by the Bucharest Court of Appeal. The court upheld an appeal by prosecutors with the Directorate for Investigating Organized Crime and Terrorism (DIICOT) against a Bucharest Tribunal decision that had previously released Georgescu under judicial control. He was detained for 24 hours a week ago on charges of forming an organized criminal group and for fraud with particularly severe consequences. The investigation stems from a complaint filed by a businessman from Buzău who claims to have been the target of the €1 million fraud scheme.
OECD education report rankings
Romania records one of the highest teacher vacancy rates for qualified educators among OECD member and partner countries. According to a report published on Tuesday, the most severe shortages occur in the exact sciences, where authorities face significant recruitment hurdles. Romania also ranks last among OECD nations in education funding as a percentage of GDP. In 2023, government spending on education accounted for 6.4% of total government expenditure, compared to the OECD average of 9.8%.
Airspace monitoring and border security
The radar surveillance system of the Ministry of Defense in Bucharest detected an aerial target on Tuesday night flying east of Izmail, in neighboring Ukraine, close to the river border with Romania. According to a Ministry of Defense statement, two F-18 aircraft of the Spanish Air and Space Force on Enhanced Air Policing duty scrambled to monitor the situation. Residents in northern Tulcea County were alerted via an early warning message (RO-ALERT), though no incursions into national airspace were detected. Separately, the ministry reported that on Tuesday, a drone carrying explosive charges detonated upon impact in a settlement in Brăila County, sparking a fire that affected a limited area of farmland.
WTA Beijing tennis update
Romanian tennis player Gabriela Ruse defeated Austria’s Lilli Tagger 6-4, 6-2 on Wednesday in the opening round of the WTA 1,000 tournament in Beijing, which totals $9.4 million in prize money. Ruse will face 5th-seed Linda Noskova in the second round. The Romanian won her only prior encounter against Noskova (the Wimbledon champion and recent Billie Jean King Cup winner with the Czech team) in the first round at Bad Homburg last June. (VP)
