Nominations for the heads of key prosecutor’s offices

The justice minister Radu Marinescu has nominated Cristina Chiriac for the position of Prosecutor General, Viorel Cerbu for head of the National Anti-Corruption Directorate and Codrin Miron for head of the Directorate Investigating Organised Crime and Terrorism Offences.

The Romanian justice minister Radu Marinescu has made public the nominations for the leaders of key prosecutor’s offices.

 

The head of the Iași regional service of the National Anti-Corruption Directorate (DNA), Cristina Chiriac, has been nominated for the prosecutor general post, while Viorel Cerbu, one of the current deputy chiefs of the National Anti-Corruption Directorate is nominated to take over the chief prosecutor position. Codrin Horațiu Miron, who currently heads the Timișoara regional service the Directorate Investigating Organised Crime and Terrorism Offences (DIICOT, the anti-mafia prosecutor’s office), has been nominated for the new head of the institution.

 

The selection process was carried out between January 8 and March 2. The justice minister said he decided to nominate Cristina Chiriac for the position of Prosecutor General of Romania because she has extensive and high-level professional experience, coupled with remarkable legal training, and has demonstrated the ability to efficiently mobilise resources. Also, according to the minister, Cristina Chiriac pays special attention to ensuring the operational independence of prosecutors, which is seen as a fundamental pillar of the rule of law and a key prerequisite for preserving trust in the Public Ministry. She is known for having investigated the former head of the Vaslui County Council, Dumitru Buzatu, and for having advocated for prosecutors’ more frequent use of plea agreements as a measure to reduce the backlog of cases in prosecutor’s offices.

 

As regards Viorel Cerbu, nominated for the position of chief prosecutor of the DNA, the justice minister says that he “masterfully combines” his experience and knowledge in the field of criminal prosecution with that of judicial management and has a good capacity to capitalise on the experience acquired. With 29 years of experience in the judiciary, Viorel Cerbu has focused on the efficiency of human resources and on their professional training, as well as on the resolution of investigations within reasonable timeframes. The investigations completed by Viorel Cerbu tackled the corruption of customs officers in the northwest of the country, a case with 165 defendants, the seizing of two tonnes of cocaine in the Port of Constanta and the driving license fraud network in Piteşti.

 

Codrin Horaţiu Miron, nominated for head of DIICOT, supports the practice of plea agreements to relieve the burden on prosecutor’s offices and courts, the importance of recovering damages and regaining citizens’ trust. In nominating him, the justice minister says he essentially took into account the fact that Miron is a prosecutor with sound professional training and a remarkable academic career, whose management plans for the institution correctly identify the lines of action required to increase the operational capacity of DIICOT in fighting organised crime, in order to increase the quality and efficiency of the administration of justice.
