In Bucharest, Romanias Supreme Defense Council (CSAT) has approved documents related to the countrys national defense strategy.

The documents for the implementation of Romania’s national defense strategy for the next 4 years were approved on Tuesday by the country’ Supreme Defense Council (CSAT) that was summoned by President Klaus Iohannis. The documents include the Strategy Implementation Plan, the Strategic Defense Analysis and the White Paper on Defense. At the end of the online meeting, the participants analyzed and approved the assessment of risks, threats and vulnerabilities to national security in 2021.



A priority of the plan for the implementation of the national defense strategy focuses on ensuring an adapted legal framework, including law revision and continuing with dynamic domains with a high degree of volatility that need modern regulations, such as domain management, cyber security and defense. Therefore, public institutions will be made more efficient and modernized, so as to be able to better comply with their tasks and to be closer to the citizens’ needs.



At the same time, the strategic defense analysis establishes a new concept of organization, employment, equipment and training within the Romanian Army. The purpose is to create conditions for the implementation of constitutional missions with a view to establishing the structure and the guidelines for capabilities development by 2040. The document provides for three stages: completion of the 2026 Army Modernization Program, implementation of new technologies and reorganization of the Romanian Army for multi-domain action 2032, and completion of the Army 2040 Program.



According to a presidential administration communiqué, the strategic planning processes initiated now will impact regional security and defense in the coming decades — consolidation of the Russian Federation’s military capabilities in the Black Sea region, unfolding of the NATO strategic reflection process, approval of a new strategy and adaptation of the Alliance deterrence and defense posture, initiation of the process of relocating some US troops in Europe, all in the context of the COVID-19 pandemic consequences.



To implement this new force structure, the military system will go through several stages of deep changes so that the Army 2040 should be a flexible structure of forces, with a wide range of capabilities specific to the 21st century. As regards the White Paper on Defense, it is a document allowing for the implementation of the defense targets set through the governing program, to ensure citizens’ security and defend the territory. The White Paper on Defense is structured according to 5 essential elements: high tech capabilities, a highly-educated and well-trained human resource, a strong national defense industry, an institutional culture focused on knowledge and innovation and resilience.
