DRONE – Friday’s incident, when a maritime drone exploded in the Port of Constanta (on the Black Sea), was possible due to the lack of military equipment able to counter the new technology that emerged during the war in Ukraine, Romanian President Nicușor Dan said on Saturday at the end of a meeting in Constanta (southeast) in which he analyzed the causes of the incident with the heads of the army and intervention services. He confirmed that the maritime drone is Ukrainian, but stressed that the responsibility for this situation lies with the Russian Federation. The head of state also said that the Romanian authorities acted in a timely and correct manner, respecting the procedures required in such situations. He assured that the Ministries of Defense and Interior will intensify, during the summer, research and reconnaissance missions of possible threats, so that the Romanian coastline is safe. He added that he will discuss this incident directly with his counterpart Volodymyr Zelenskky and that a protocol between the two states is needed to regulate such situations. In addition, Nicuşor Dan recalled that on June 10, at Romania’s request, there will be a session within NATO, dedicated to the Black Sea, in which it will be discussed with the allies the general context of the Black Sea, the new threats in the area and also the threat posed by aerial drones. We recall that a week ago, a  Russian  drone crashed and exploded on a block of flats in Galați (eastern Romania), injuring two people and causing material damage.

SAFE – More than half of the funds allocated to Romania through the European military procurement program SAFE will go to Romanian companies, interim Minister of Economy Irinel Darău said on Friday. He explained that major foreign suppliers who have signed contracts under this program are required to rely on Romanian companies for various stages of production. Romania will receive a total of 16.68 billion euros through the SAFE program for rapid and significant investments in the defense industry and defense technologies. On Thursday, the Constitutional Court of Romania (CCR) rejected the opposition’s challenge regarding the Government’s emergency ordinance on the law implementing the program. The head of the Prime Minister’s Chancellery and national coordinator of the program, Mihai Jurca, welcomed the CCR decision and recalled that SAFE is the instrument through which Romania accelerates its military procurement, strengthens its security, and builds industrial capacities that must remain in the country in the long term.

NRRP – For the first time in a long while, we have real reasons to be optimistic that Romania will successfully complete the NNRP, even though there is still much work to be done, says the Minister of Investments and European Projects, Dragoș Pîslaru. On Friday, the Economic and Financial Committee of the European Union issued a favorable opinion on Payment Request No. 4 of the National Recovery and Resilience Plan, worth 2.62 billion euros, with all related milestones and targets evaluated positively, without suspensions or financial corrections. On a social network, Dragoș Pîslaru wrote that, as a result, “Romania surpasses the threshold of 60% absorption of the NRRP and is close to 13 billion euros drawn for investments and reforms.” In turn, the interim Minister of Finance, Alexandru Nazare, stated that “it is essential to accelerate the implementation of projects and maintain the pace of the assumed reforms, in order to fully capitalize on the available resources and turn European funds into concrete results in the economy and in people’s lives.” According to the European calendar, the milestones and targets of the NRRP must be met by August 31, 2026, and the final payment request must be submitted to the European Commission by September 30, 2026.

PRIME MINISTER – President Nicuşor Dan said on Friday, referring to the appointment of Eugen Tomac as prime minister, that his first option was a political government, but none of the parties came with a clear majority. According to the head of state, Eugen Tomac is the ‘best’ option to be prime minister-designate, given that as a politician he has the ability to negotiate, but is also independent of the parliamentary parties. After the appointment, MEP Eugen Tomac announced that he will not propose a political formula for his executive team, but exclusively specialists. He is expected to hold talks with the leaders of the PNL, USR and UDMR, parties that have already expressed their reluctance towards a technocratic government. PNL leader Ilie Bolojan announced that the liberals will meet with Eugen Tomac on Monday, after which they will decide on the stand they will have towards the prime minister-designate. PSD declares itself willing to discuss, but sets conditions related to the governing program and the resumption of local investments. AUR has announced that it will not participate in the meeting to install a new government. Eugen Tomac has 10 days to come before Parliament with the governing program and the list of ministers. To obtain the investiture vote, the designated prime minister needs at least 233 votes in Parliament.

MADRID – Pope Leo XIV on Saturday urged world leaders to avoid dividing their electorate through “sterile simplifications” that would boost their popularity and urged them to listen to humanity’s calls for peace, in a powerful speech on the first day of a seven-day apostolic visit to Spain. The visit, centered on social and migration issues, is expected to draw large crowds. The Pope’s itinerary includes stops in Montserrat and Barcelona, where he will inaugurate the newest tower of the Sagrada Familia cathedral, the famous modernist basilica that has become the world’s tallest church. On the last two days of his visit, Pope Leo will travel to the Spanish islands of Tenerife and Gran Canaria, off the west coast of Africa, where he will meet with migrants and organizations dedicated to helping them.
