Aid for the cold season

Low-income individuals and families in Romania will also benefit from heating aid and energy supplements this cold season.

In Romania, this winter comes with a wave of worries and chain price increases, especially in the context in which, in this cold season, energy prices are no longer capped. An important help for those in a difficult situation comes from the state. Thus, Romanians with low incomes will also benefit in this cold season from heating aid and energy supplements, announced the Labor Minister, Florin Manole. In a post on a social network, he specified that applications are submitted to the city halls in the localities of residence, and payments will begin to be made at the end of the year.

 

Florin Manole: “It is a form of support for families and single people in difficulty, for those who live with few resources. The heating aid is granted between November 1, 2025 and March 31, 2026, and the energy supplement throughout the year. Applications are simply submitted to the city hall, with a declaration on one’s own responsibility.”

 

As in previous years, the forms can be obtained from the city hall or downloaded from the websites of the county agencies for payments and social inspection. The aid for heating the home is granted to families or single individuals, without other assets or properties, who have an average net monthly income of up to 1,386 lei (approx. 275 Euros) per person, in the case of families, and up to 2,053 lei (approx. 410 Euros), for a single person. The support is granted based on the mayor’s order, after verifying the data on the income and assets held by the applicant, and the payments will be made by the National Agency for Payments and Social Inspection (ANPIS), through the territorial agencies, starting with December. For the past cold season, ANPIS, through its territorial agencies, paid 2 million in aid and supplements, related to all heating sources used by the population, totaling approximately 1 billion lei (approx. 200 million Euros).

 

The most aid and supplements were granted for heating the home with solid and/or oil fuels (over 1.5 million aids), followed by natural gas (over 160,000 aids), electricity (over 270,000 aids) and thermal energy (approximately 38,000 aids). The energy supplement is a financial aid granted to low-income families and individuals in Romania, to support the payment of energy bills throughout the year, not just during the cold season. The supplement can be granted either together with the aid for heating the home, or separately, based on an application and a declaration on one’s own responsibility regarding income and family composition. The National Agency for Payments and Social Inspection confirmed that the heating aid program and the energy supplement will continue without interruption. The goals are to constantly support hundreds of thousands of vulnerable Romanians in the face of rising utility prices and to ensure a minimum level of comfort during the winter. (LS)
