Nicușor Dan congratulates Bulgaria’s new president
Romanian President Nicușor Dan has congratulated Ilyana Yotova following her victory in the Bulgarian presidential election. Writing on X, president Dan said: “Congratulations, Ilyana Yotova, on your election as President of Bulgaria! I look forward to working closely together and deepening our bilateral cooperation. As neighbors, EU partners and NATO allies, we have much to do for the security and development of our region, starting with the Black Sea. I look forward to welcoming President Yotova to Romania soon”.
The outgoing leader Ilyana Yotova, who favors dialogue with Moscow to end the war in Ukraine, won Sunday’s poll with around 57% of the vote. She defeated former interim prime minister Andrey Gyurov, who had the backing of the pro-Western opposition. The election follows a series of drone attacks on commercial shipping off the Bulgarian coast over the past month, which drew international condemnation and heightened concerns over the fallout from the conflict in Ukraine.
Romania and Moldova sign joint military fleet agreement
Romanian Defense Minister Radu Oprea said in Bucharest that the security of neighboring Moldova is inextricably linked to Romania’s own. Speaking at a signing ceremony, Minister Oprea emphasized the need for closer defense collaboration, particularly in intelligence sharing.
The signing formally integrates the Moldovan Ministry of Defense into the SAFE project, a scheme focused on acquiring multifunctional wheeled transport platforms. Under the deal, both nations will jointly purchase nearly 3,000 military transport vehicles produced by Iveco. Radu Oprea noted that the agreement marks the first joint procurement under the SAFE framework, while highlighting opportunities for Romania’s domestic defense industry to supply external partners.

Romanian F-16 jets assigned to the Air Policing task force were scrambled alongside a military helicopter, and an early warning (RO-Alert) message was dispatched to residents in northern Tulcea County near the Ukrainian border. Defense officials confirmed that no unauthorized incursions into Romanian airspace took place.
US midterm campaign enters final stretch
In the United States, campaigning is reaching a crescendo ahead of the November 3 midterm elections. Opinion polls suggest the vote could shift the balance of power between Democrats and Republicans in Congress.
Democrats are aiming to capitalize on a slim Republican majority and growing public concern over the economy and the policies of the Donald Trump administration. The outcome will determine control of both the House of Representatives and the Senate for the next two years. A record 47.9 million Americans have already cast early ballots, with voter turnout rising sharply in several key battleground states. Early voting data indicates higher turnout among registered Democrats than Republicans. Republicans currently maintain control of both houses of Congress.
