DIPLOMACY A member of the diplomatic mission of the Russian Federation in Bucharest has been declared a persona non grata by Romania’s foreign ministry and has five days to leave the country. The decision was communicated on Monday to Ambassador Vladimir Lipayev, who was summoned to the foreign ministry’s head office, after Russian drones entered Romanian airspace in recent days. The Russian diplomat was presented with fragments of a drone destroyed on Romanian territory, which the Prosecutor’s Office officially confirmed were Russian made. The foreign ministry also emphasised that it is absolutely inadmissible and intolerable for the Russian Federation to continue violating Romania’s airspace, which is also NATO and European Union airspace.

DETECTORS Two Triton systems, which monitor and detect sea drones, will be operational as of Tuesday in the Port of Constanta, the largest on the Romanian Black Sea coast. The equipment, provided by an American company, will be positioned in the area of the north and south piers, and is designed to increase the response capacity in case of security risks, the Constanta Maritime Ports Administration said, according to Radio Romania’s local correspondent. The institution added that the systems will be supervised and operated by the manufacturing company staff, and will not affect navigation safety. Triton can navigate autonomously for over 30 days, using solar and wind energy, and can submerge autonomously to collect data. A vessel carrying propane from Egypt to Ukraine was allegedly hit by drones recently and caught fire off the Romanian Black Sea coast. Also in Romania’s exclusive economic zone, a commercial ship carrying coal to Ukraine reported damage possibly caused by the impact with a sea drone or the explosion of a sea mine.

PARLIAMENT The parliament of Romania convened in an extraordinary session to debate and vote on several bills critical for the achievement of key milestones in the National Recovery and Resilience Plan. The Chamber of Deputies’ healthcare committee endorsed, with a majority of votes, an amendment submitted by the Social Democrats, which green-lights hiring in the public healthcare system, within an approved budget. The amendment was also backed by Save Romania Union (USR), which believes however that additional measures must be taken to overcome deadlocks in large hospitals. The final vote is scheduled this week, and the Chamber of Deputies is the decision-making body in this case. Romania has a little over a month, until August 31, to complete the investments and reforms undertaken in the PNRR, and parliament should vote this week on 5 bills, on the approval of which European funding of about EUR 4.5 billion depends.

POLL Eight in ten Romanians believe the country is going in the wrong direction, while only 16% believe the direction is right, according to an opinion poll conducted by CURS. In the context of the current political deadlock, 58% of respondents do not agree with holding early parliamentary elections. However, if parliamentary elections were held next Sunday, the nationalist AUR party, currently in opposition, would get 34% of the votes, followed by Social Democratic Party with 23%, the National Liberal Party with 21% and USR party with 9%. The army is still the institution with the highest approval rate (81%). The church comes second, with 79%, followed by the fire-fighters and the emergency rescue service SMURD, with 66%. At the opposite pole are the government, parliament, the judiciary, the Constitutional Court and the presidency.

ANTI-SEMITISM Anti-Semitic messages and attitudes, Holocaust denial or messages promoting the cult of war criminals or of major inter-war far-right leaders have spread over the past year, the “Elie Wiesel” National Institute for the Study of the Holocaust in Romania reports. The anti-Semitism monitoring report, made public by the Institute on Monday, shows that classic anti-Semitic narratives and conspiracy theories adapted to various local or global contexts have circulated especially online, on social networks or video platforms, amplified by accounts with tens or hundreds of thousands of followers. At the same time, the response of public authorities has been more visible, both in terms of interventions regarding online content, and of investigations and judicial proceedings, the survey also reads.
