RULING – The recent decision of the Court of Justice of the European Union (CJEU) is in line with the position expressed by the Romanian state and creates the premises for the execution of European arrest warrants, the Ministry of Foreign Affairs has said. In this context, a judicial authority cannot refuse to execute a European arrest warrant and assume responsibility itself for the enforcement of the sentence without the consent of the State that issued that warrant. In its judgment, the CJEU recalls, first of all, that the European arrest warrant is based on the principle of mutual trust and that refusal to execute that warrant is an exception, which must always be interpreted strictly. Accordingly, the judicial authorities of the Member State which refuses to execute the European arrest warrant in order for the sentence to be enforced on the territory of that State must obtain the consent of the authorities of the issuing Member State as regards the assumption of responsibility for the enforcement of the sentence imposed in the latter State. Such consent entails the forwarding to the executing Member State of the sentencing judgment handed down by the issuing Member State, together with a certificate. Without that consent, the conditions for the assumption of responsibility for that enforcement are not met and the person concerned must be surrendered.

 

FORESTRY CODE – The Romanian Government adopted, on Friday, an Emergency Order to amend the Law on the Forestry Code and to establish fiscal-budgetary measures, thus creating the legal basis for the reorganization of the National Forestry Agency Romsilva, at the proposal of the Ministry of Environment, Waters and Forests, Diana Buzoianu. The adoption of the normative act is justified by the need to correct the existing legal framework, for the proper implementation of Milestone 24 of the National Recovery and Resilience Plan. At the same time, the document creates the premises for a sustainable management of the state’s public forest fund, administered by Romsilva. The reorganization of Romsilva includes the regionalization of the forestry directorates. There are currently 41 forestry directorates, one at the level of each county, but the Government project provides for 12 forestry directorates.

 

UKRAINE – Romania will not send troops to Ukraine, but will support peacekeeping operations, after a possible final agreement or a ceasefire, President Nicuşor Dan said in a Thursday interview on a TV station, after participating, via videoconference, in the Paris meeting of the countries supporting Kyiv. All 35 member states of the ʺCoalition of the Willingʺ have announced their participation in the effort to provide security guarantees to Ukraine after the end of the conflict. 26 of them, mainly European, have made commitments for a so-called Reassurance Force, namely for the deployment of troops on the ground, at sea or in the air. This Force will have the objective of guaranteeing peace in the long term and preventing any new major aggression against Ukraine.

 

EDUCATION – The protests of Romanian education employees against the social and salary policies of the government continue. Union leaders have announced that teachers will boycott the beginning of the school year, dissatisfied, among other things, with the increase in teaching hours, the increase in the number of students in a class and the merger of schools. Education Minister Daniel David, whom the protesters are demanding to leave office, claims that it is “almost impossible” to repeal the fiscal-budgetary measures taken in the education system in July, while the resignation of the Government is also “not possible”. David says that he hopes that students will be welcomed into schools on Monday, September 8, even if forms of boycott could appear in some units. He asked the principals to inform parents whether or not there will be any welcoming festivities for the students at the opening of the new school year.

 

REFUGEES – The Bucharest Government has adopted a decision establishing the resettlement of 300 refugees to Romania next year and in 2027. They will come from Sudan, Eritrea or South Sudan and will be resettled from Egypt and Kenya, according to the decision of the Committee for the Resettlement of Refugees in Romania. The logistical needs for selection, transfer and assistance will be ensured through national programs, according to the European Union regulation, establishing the Asylum, Migration and Integration Fund. Through this measure, Romania reaffirms its commitment to contribute voluntarily to the European resettlement plan, in keeping with the provisions on migration and asylum, the Government says.

 

FESTIVAL – Cellist Kian Soltani will perform this evening at the Palace Hall in Bucharest, together with the Czech Philharmonic Orchestra, as part of the George Enescu International Festival. At the Romanian Athenaeum, the Rotterdam Philharmonic Orchestra will perform under the baton of conductor Lahav Shani. The 27th edition of the festival takes place in Bucharest and throughout the country until September 21. Radio Romania is a co-producer of the “George Enescu” International Festival.

 

FOOTBALL – The Romanian national football side will meet, on Friday evening, in Bucharest, for the first time, the Canadian national team, in a friendly match. On Tuesday, September 9, the Romanians will play an official away match against Cyprus, in Group H of next year’s World Cup qualifiers. The group leader is Bosnia, with 9 points, followed by Austria and Romania – 6 each, Cyprus – 3 and San Marino – zero points. The last time Romania took part in a world finals tournament was in 1998, in France. (EE)
