Government. The latest consultations with the leaders of the former governing coalition ended without an agreement on the formation of the future government or on the laws that, under the NRRP, must be adopted by the end of August, said Romanian President Nicușor Dan at a press conference held Tuesday in Paris. He voiced confidence that a consensus would be reached regarding the NRRP. He added that he had not nominated a candidate for prime minister because there would be no majority in favour of doing so, and that early elections would prolong the state of uncertainty and bring nothing new. On Tuesday, the head of state attended the military parade in Paris organized on France’s National Day, after participating in the Coalition of the Willing for Ukraine on Monday. Led by the United Kingdom and France, the Coalition consists of more than 35 countries, which have renewed their commitment to continue providing military support and to establish solid security guarantees following the end of the conflict in Ukraine. President Nicușor Dan reaffirmed that support for Ukraine, at all relevant levels, remains essential for the stability and security of the entire region.

 

Summit. President Nicușor Dan will travel to Kyiv on Wednesday to participate in the fifth Ukraine – Southeast Europe Summit, the Presidential Administration has announced. The visit to Kyiv follows an invitation extended by the President of Ukraine, Volodymyr Zelenskyy. The Ukraine – Southeast Europe Summit, established in 2023 in response to Russia’s war of aggression against Ukraine, serves as a regional platform for supporting Ukraine and for jointly addressing the far-reaching consequences of the conflict across the wider region. It brings together countries with shared interests in the fields of security, economic cooperation, energy and infrastructure connectivity, resilience, and the countering of hybrid threats. President Nicușor Dan’s participation in the Summit once again underscores Romania’s solidarity with Ukraine and its unequivocal support for the country’s independence, sovereignty, and territorial integrity, the Presidential Administration has stated. During the Summit, President Dan will reaffirm Romania’s commitment to continuing its assistance to Ukraine and to contributing to the strengthening of security and resilience in the Black Sea region and South East Europe. The Summit is also significant in terms of advancing the European aspirations of both Ukraine and the Republic of Moldova. In addition, discussions will focus on regional connectivity, energy security, and resilience.

 

Ambassador. The French Ambassador to Bucharest, Nicolas Warnery, emphasized on Tuesday at a reception held to mark his country’s National Day that there is no better defense today than NATO. He highlighted bilateral ties in the military, cultural, and economic spheres. The ambassador emphasized that NATO in Romania means, first and foremost, Romania itself—“the host nation that welcomes us onto its territory.” NATO in Romania, he added, also means France—a historic ally and a framework nation that leads a tactical group alongside troops from Belgium, Spain, and Luxembourg. Nicolas Warnery added that a priority is to remain in solidarity with Ukraine, where the war continues and at times has an impact that extends into Romania, and he stressed that, in the face of attempts at destabilization, solidarity with neighboring Moldova is essential. On the other hand, the diplomat assured that France firmly supports Romania’s swiftest possible integration into the OECD, where “Romania fully belongs.”

 

Rating.  The decision by the credit rating agency Fitch regarding Romania’s sovereign credit rating and country outlook will be officially published on July 31, 2026, the Ministry of Finance announced. Representatives of the ministry participated in technical discussions with the agency’s experts on Tuesday. According to a press release, the meeting is part of a series of consultations conducted by the agency with Romania’s key economic institutions and was aimed at presenting recent economic developments, the fiscal consolidation strategy, and the economic outlook for the coming period. During the discussions, Romanian officials presented an analysis of macroeconomic developments in the first half of the year, the outlook for 2027, fiscal policy, budget execution for the first five months of the year, public debt management, and the status of European fund absorption. Ministry representatives assured that sustained efforts are continuing to complete the reforms and investments committed to under the National Recovery and Resilience Plan (PNRR), as well as to accelerate the absorption of funds from the 2021–2027 Multiannual Financial Framework and to operationalize the SAFE program. It should be noted that, at present, all three major rating agencies (S&P, Moody’s, and Fitch) have a “negative” outlook on Romania’s sovereign rating.

 

Mission. A Romanian Air Force C-27J Spartan aircraft, configured for medical missions, carried out a humanitarian transport mission on Tuesday to transport a patient with burns along the Otopeni–Suceava–Liège route. The mission took place at the request of the Department for Emergency Situations and in accordance with European cooperation mechanisms. The medical assistance and equipment needed during transport were provided by a team consisting of specialists from the Department for Emergency Situations and medical personnel from the Ministry of National Defense.

 

Address. U.S. President Donald Trump has  announced that he will deliver a speech on Thursday evening, AFP reports. This address comes at a time of escalating tensions between the United States and Iran in the conflict that began on February 28 with Israeli-American attacks and is shaking the Middle East and the global economy. The U.S. president stated on Truth Social that the United States will henceforth be the “guardians of the Strait of Hormuz” and that it will impose on ships “a tax equivalent to 20% of the value of their cargo” transiting this strategic waterway. On the same social media platform, he revisited the decision and announced that he was abandoning the tax, which will be replaced by investments from Gulf states in the United States.

 

Handball. The Romanian teams Corona Brașov and SCVM Râmnicu Vâlcea will face tough opponents in the second qualifying round of the EHF European League women’s handball competition, according to the draw held Tuesday in Vienna. Corona will play against the Serbian champion, ZRK Crvena Zvezda, with the first leg scheduled at home on October 3 or 4, and the second leg in Belgrade on October 10 or 11. Red Star has won the last three Serbian championships. SCM Râmnicu Vâlcea will face the German team TUSSIES Metzingen, which finished sixth in last season’s Bundesliga. SCM will host the first leg on October 3 or 4, with the return match scheduled in Germany (October 10 or 11). HC Dunărea Brăila has qualified directly for the third preliminary round of the competition. (MI)
